TRANSIT RESOLUTION #4:
QUESTIONING THE FEASIBILITY OF THE SOUTHWEST CORRIDOR RAIL TRANSIT USING CURRENT
PROPOSED ALIGNMENTS

Whereas the Hennepin County Regional Rail Authority is conducting a feasibility
study regarding light rail transit ("LRT") in the Southwest
Corridor.
Whereas CIDNA continues to question the logic and the desirability
of rail transit in the neighborhood, and the entire Southwest Corridor (with
current
alignments being studied).
Whereas CIDNA has not been presented with compelling evidence of benefit arising from the implementation of the Southwest Corridor LRT.
Whereas the planning process has provided no plan for mitigation of negative commuter rail impacts upon the neighborhood.
Now therefore be it resolved that CIDNA strongly objects to
the current proposal for rail transit routes through the Cedar Isles Dean Neighborhood.
Now therefore be it further resolved that the preceding resolution completely replaces the transit resolution passed by CIDNA on December 12, 1987, which: Seriously questioned the viability of the Southwest Corridor (based on Met Council studies from financial and other perspectives); strongly objected to any proposal for a route through or near the Kenwood area [i.e.: Kenilworth Corridor]; and would, if the SW Corridor were selected for a LRT route, support a compromise plan that would follow the 29th Street Alignment [i.e.: Midtown Greenway].
Now therefore be it further resolved that, if the Southwest
Corridor is further studied or funded, CIDNA would desire to work as partners
with the HCRRA to consider an optimal system design and be consulted with by
the HCRRA in all matters relevant to the community; in keeping with the CIDNA
Transit Resolution #3 approved by CIDNA on March 4, 2003 SUPPORTING MITIGATION
OF ADVERSE ENVIRONMENTAL IMPACT OF RAIL TRANSIT IN THE
NEIGHBORHOOD.
