MINUTES OF CIDNA BOARD MEETING HELD ON

March 6, 2001

Pursuant to prior notice, the meeting of the Board of CIDNA came to order at 7:00 p.m. on Tuesday, March 6, 2001 at the Jones-Harrison Residence on Cedar Lake Avenue.

Present at the meeting were the following directors: Bob Corrick, Carla Sariin-Egerman, Kathy Hendricks, Ken Moritz, Desmond Whitney, Judy Berge, and Drew Sommers.

Also present were: Lisa Goodman, City Council; Douglas Gardner, Lisa Goodman’s assistant; Vivian Mason, MPRB; Cliff Swenson, MPRB; Fred Thorson, resident and former board member; Augie Rivera, resident; John Brewer, Southwest Journal; and Sheila Rawski, CCP Safe. Two unidentified neighborhood residents also attended the meeting for a short time.

February meeting minutes were unable to be approved because there was not a quorum present at the meeting. They will be approved at the April meeting.

LISA GOODMAN’S REPORT

Lisa noted that "Lunch with Lisa" is March 28, 2001 at the Acadia Café, located on the corner of Franklin and Nicollet Avenues, in Minneapolis. The topic will be Neighborhood Livability and graffiti.

Lisa announced that on May 7 at the Kenwood annual meeting there would be a presentation of the Walker Art Center Expansion. The meeting will begin at 7 PM.

Lisa reported that Weisman Enterprises and the Calhoun Beach Club are having a conflict over the use of Thomas Avenue South. Large moving trucks are blocking the street for use by Weisman Enterprises.

VIVIAN MASON’S REPORT

Vivian reported that there are pipe problems at the Cedar Lake Wetland.

Vivian also reported that there are water problems on West Dean Parkway. Sewer and pipe changes are planned in 2003.

The CBC is pushing their snow onto Dean Green. There is a $400 fine and they must remove the snow.

Vivian reported that no permits for construction on the vintage building were granted by the park board or the city.

CIDNA resident Augie Rivera submitted a letter supporting the residents near Lake of the Isles who are working to keep more of the shoreline from being taken for wetlands.

The financial report will be reviewed and submitted for approval at the April meeting due to lack of a quorum.

CLIFF SWENSON, MPRB

Mr. Swenson came to update the board on the wetland east of the OLRA that will be completed in Phase I of the Lake of the Isles Restoration plan. The CIDNA soccer field and nearby wetland which were originally to be part of Phase I will not be done until Phase II. There was a revised Phase I map handed out. The following are part of the Phase I plan:

1) Replacement of existing retaining wall on east side of Isles.

2) Wetland creation and canoe landing near Kenilworth lagoon.

3) Wetland creation east of the OLRA.

4) Shoreline stabilization and pedestrian pathway.

5) Lake wide tree planting

It was noted that CIDNA has $50,000 in it’s NRP fund for the soccer field. It is possible by fall that a plan may be ready for the soccer field. There should be more information on that by the end of May.

Mr. Swenson also noted a few other items: that the wetland near the soccer field will be a "dry" wetland; that the OLRA will open by the end of March; and that there will be garlic-mustard removal on Cedar Lake.

Kathy Hendricks announced that Angie Lillehei would be contacting all board members re their willingness to serve on the Nominating Committee and also their intentions for board service in the coming year.

Kathy also announced that Erik Takeshita would speak at the NRP meeting and encouraged all board members to attend. It was announced that Gretchen Nicholls would speak on housing issues at the annual meeting.

MIDTOWN GREENWAY REPORT, by BOB CORRICK

The Midtown Greenway Coalition is working on an overall land use plan which may affect land in CIDNA. They are working on a zoning overlay and rules for variance and development. The Variance and Development Committee will work with Bob on this issue.

Bob also announced the there will be an arbor day tree planting event on April 28th. CIDNA will make a concerted effort to recruit volunteers.

Drew Sommers reported on his efforts to develop a plan for bike trails in CIDNA. Some of the common requests he heard were to redo the trail around Cedar Lake and to add a bike rack behind Calhoun Village. There was also a request to connect St. Louis Avenue to the Midtown Greenway and for a path to connect the neighborhood to Kenwood School. The board liked the idea of a path to connect the Kenilworth Corridor to the street on the west side of the lagoon.

CCP SAFE REPORT, by SHEILA RAWSKI

Ms. Rawski responded to a question about a report that had been submitted that showed one rape in CIDNA. Ms. Rawski stated that it was an exposure, not a rape, but that the categories were broad and not well defined. She also reported that graffiti remains a problem.

The meeting adjourned at 8:55.

Meetings of the CIDNA board was generally held in the Lake Room of the Jones-Harrison Residence on the first Tuesday of every month. The next meeting is scheduled for February 6, 2001, at 7:00 p.m. The meeting is open to the public.
