MINUTES OF CIDNA BOARD MEETING HELD ON
FEBRUARY 6, 2001
Pursuant to prior notice, the meeting of the Board if CIDNA came to order at 7:02 p.m. on Tuesday, February 6, 2001, at Jones-Harrison Residence on Cedar Lake Avenue.
Present at the meeting were the following directors: Judy Berge, Glenna Case, Bob Corrick, Carla Sariin-Egerman, Charlie Elowson, Kathy Hendricks, Angie Lillehei, Ken Moritz, Marsha Porter, David Shirley, Bengt Sohlen, Drew Sommers, and Desmond Whitney.
Also present were: John Brewer of the Southwest Journal, Pat Scott from the KIAA/ Lake of the Isles Committee, Lisa Goodman-City Council, Douglas Gardner, assistant to Lisa Goodman - City Council, Rodge Adams from Lake Point, Ernst Ibs-CIDNA resident and variance committee, Ed Bell -South Cedar Lake Neighborhood Association, and Vivian Mason - Park Board representative.
Motion before the board made by Angie Lillehei and seconded by Ken Moritz:
THAT THE MINUTES OF THE MEETING OF THE BOARD OF CIDNA HELD ON JANUARY 2, 2001, BE AND HEREBY ARE APPROVED.
The foregoing resolution of the board was passed unanimously by those who had been in attendance on January 2, 2001.
UPDATE FROM LISA GOODMAN:
LUNCH WITH LISA will be held on February 28, 2001 at the Acadia Café. Topics for discussion are as follows: Graffiti - Livability Issues, Restorative Justice, and information about how the MCDA operates.
Two positions are open on the MTN Board, which is the Minnesota Telecommunications Network.
CIDNA Board member Bengt Sohlen volunteered to be on the committee of CLIC.
Thank you Bengt! Bengt promised to keep the Board updated about his work on CLIC.
Lisa requested that regarding the issues of new requests for speed humps, a neighborhood - wide meeting be called. CIDNA will need to request the public meeting via notification in the Hill and Lake Press, the CIDNA newsletter, and/or other notification processes. Lisa wants to be certain that there is broad based support for the new speed humps in the neighborhood. Some discussion is hereby noted regarding previously agreed upon speed humps, (NRP Phase 1 Plan), that are as yet not installed.
Lisa reported that CIDNA has made a difference at City Hall!! The city now uses
CIDNA’S method of designating "desire to speak" during meetings, using the identification cards originally designed by David Shirley. (We’ll take any influence we can have!)
Lisa passed to the Board a copy of the 2001 Legislative Agenda for the City of Minneapolis.
Kenwood-Isles neighborhood has some significant opposition to, AND proponents of, the street lighting project for its neighborhood. They do not have NRP monies slated for the project.
Lisa lastly reported that LRT groundbreaking has taken place. (LRT refers to Light Rail Transit.)
REPORT FROM PAT SCOTT: WEST BAY AREA, LAKE OF ISLES PROJECT COMMITTEE:
Pat Scott gave information to and requested support from, the CIDNA board regarding the concerns of a specific group of citizens from Kenwood-Isles neighborhood: They are questioning the underlying assumptions of the "rules" governing the Lake of the Isles Renovation Plan, Phase 1. To that end, an attorney from the Dorsey firm has been hired in KIAA to address the concerns of this group of citizens. CIDNA listened to the information as presented and asked questions, and did not take definitive action in support or other, at this time. The group is calling for a lakes-wide community meeting with the neighborhoods that border Lake of the Isles.
OFF-LEASH RECREATION AREA UPDATE:
A compromise was reached on the acreage and boundaries of the OLRA. Such compromise involved on-site and multiple phone call work on the part of many residents of CIDNA, most specifically Kathy Hendricks, CIDNA Board president. Thank you, Kathy, for your very fine work on this issue.
VARIANCE REQUEST FOR 3116 28TH STREET:
By recommendation of the variance committee of CIDNA a motion was presented from said committee:
THAT CIDNA DOES NOT HAVE OPPOSITION TO THE VARIANCE REQUEST FOR THE PROPERTY AT 3116 28th STREET, AS HEREBY PRESENTED BY THE VARIANCE COMMITTEE.
The foregoing resolution of the board was passed unanimously.
Ed Bell, of the South Cedar Lake Neighborhood requested that he be part of the CIDNA variance committee. His request was agreed upon.

The newsletter of CIDNA will go out in March. E-mail Kathy Hendricks with any articles, information, input, or the like.
The board training program has been scheduled for February 27, 2001, from 5:00-9:00 p.m. Watch your e-mail for any changes in this date or time. PLEASE BE RESPECTFUL OF EVERYONE’S TIME BY ARRIVING IN TIME TO BEGIN PROMPTLY AT 5:00.
BIKE TRAIL INFORMATION:
What would citizens like to see for bike trails in CIDNA? Drew Sommers volunteered to take this on and the issue will be given to the NRP committee for perusal. Ideas pertaining to this issue will be forthcoming.

CBC NOISE UPDATE (A REGULAR FEATURE OF THE CIDNA MINUTES):
Sound absorbing panels and special mufflers are being installed on the garage fans (that blow continuously). Thank you to Ernst Ibs and Bob Corrick for your tremendous and time-consuming work with the Calhoun Beach Club regarding the seemingly unending noise issues.
MIDTOWN GREENWAY REPORT FROM BOB CORRICK:
The two mile "leg" of the Greenway, in St. Louis Park, is as yet unfinished. Bob Corrick is requesting that residents call County Commissioner Gayle Dorfman requesting that this important linkage in the Greenway be completed. A trolley study will be released in the next two weeks. Please contact the Midtown Greenway Coalition with any support, viewpoints, and input regarding trolleys along the Greenway. A lot of hard work has gone into this feasibility study, which has emerged as an alternative to more intrusive, environmentally deleterious modes of motorized transportation on the Greenway.
UPDATE FROM VIVIAN MASON:
Back to the Lake of the Isles Renovation issues; Vivian Mason, unlike the West Bay group, (see" Pat Scott" in beginning of these minutes) would like support for the moving ahead of the renovation plan. The West Bay folks would like the plan held until other options are researched and presented. The Citizens Advisory Committee representative on the CIDNA board reported an, "already been there, already done that" sentiment. Said representative spoke highly of the process the Citizens Advisory Committee had pursued: The CAC focus was to take as little land as possible, and to be, at the same time, environmentally sound. The CAC for Lake of the Isles worked very hard, with great commitment, with a focus on preserving the picturesque look of the lake while mitigating the flooding of the paths each year. The issue of support/non-support for any specific viewpoint on this major project was not taken at this board meeting. Plans are in the works for a Public Comment Meeting with representatives from the City Corps of Engineers, as well as the Historical Preservation Organization, in attendance. Vivian Mason noted that the Park Board is looking very carefully at the legal opinion garnered by the interested citizens for the West Bay of Lake of the Isles. A bottom line issue seems to be: Are we looking at changed conditions? Was the current plan for the renovation of Lake of the Isles, (specifically relative to the West Bay end of the lake), based on laws that do not actually apply in this situation? Therefore, would the plan be able to take less land than was originally thought?
Lastly on Vivian Mason’s update: Vivian presented a book called Sneakers ABC’S: A Guidebook to Minneapolis Park Activities. This highly informative and delightful book can be obtained through the Park Board.
The business before the board being completed, the following motion to adjourn was made by Glenna Case:
THAT THE FEBRUARY MEETING OF THE CIDNA BOARD BE, AND HEREBY IS, ADJOURNED.
The foregoing resolution of the board was passed unanimously and the meeting was adjourned at 9:10 p.m.
Meetings of the CIDNA board are generally held in the Lake Room of the Jones-Harrison Residence on the first Tuesday of every month. The next meeting is scheduled for March 6, 2001 at 7:00 p.m. The meeting is open to the public.
These minutes were prepared and submitted by Marsha Porter, with multiple interruptions as usual by a 7 year old, two 15 year olds and a 12 year old, and with much help in setting up the computer and correcting crisis mistakes by many and varied children in the household.
