MINUTES OF CIDNA BOARD MEETING HELD ON

JANUARY 2, 2001

Pursuant to prior notice, the meeting of the Board of CIDNA came to order at 7:04 p.m. on Tuesday, January 2, 2001 at the Jones-Harrison Residence on Cedar Lake Avenue.

Present at the meeting were the following directors: David Anson, Judy Berge, Glenna Case, Bob Corrick, Carla Sariin-Egerman, Kathy Hendricks, Ken Moritz, Bob Olson, Marsha Porter, David Shirley, Bengt Sohlen, and Drew Sommers.

Also present were: Ernst Ibs, variance committee; Susan Ciconte, neighborhood resident; Rodge Adams, Lake Point Press; Lisa Goodman, City Council; and Sheila Rawski, CCP Safe.

Motion before the board made by David Shirley and seconded by Bob Olson:

THAT THE MINUTES OF THE MEETING OF THE BOARD OF CIDNA HELD ON DECEMBER 5, 2000, BE AND HEREBY ARE, APPROVED.

The foregoing resolution of the board was passed unanimously by those members who had been in attendance on December 5, 2000.

Board member Glenna Case requested that whenever someone agrees to follow up on or initiate an action on behalf of the board, the minutes reflect that commitment.

LISA GOODMAN’S REPORT

Lisa noted that "Lunch with Lisa" will resume on January 24, 2001 at the Acadia Café, located on the corner of Franklin and Nicollet Avenues, in Minneapolis. The topic for discussion is yet to be decided. A suggestion was made by Glenna Case that a potential topic for discussion be on the Park Board structure as it relates to city organizations. Lisa Goodman agreed with the suggestion.

Lisa said that the city calendar had recently been distributed to city residents. The calendar costs 63 cents to mail and includes information the city would be sending out anyway. Ninety percent of 4500 people who responded to a survey (which was included in the city calendar), liked the calendar and thought it was a good idea. The last page of the calendar has information on city resources . The calendar also includes many phone numbers pertinent to resident concerns.

Lisa also noted that there is, at present, a temporary shift of the city council offices to alternate offices due to asbestos removal processes.

Appointments are available on the following committees:

1.Capital Long Range Improvements Committee ("CLIC"). The committee studies and makes recommendations on capital campaign spending. There is an appointment available for a seventh ward representative.

2.Senior Citizens Advisory Committee to the Mayor and the City Council.

3.Mississippi River Committee.

Lisa distributed a copy of the Annual Report of the Chief of Police from 1882. This is actually a fascinating look at the city,100 plus years ago.

Lisa’s Calhoun Beach Club update: The only progress with the CBC, to date, has been on the issue of the chiller units. Lisa noted that because of the tenacity of the neighbors the noise issues relating to the chiller units of the CBC has been brought to resolution; a better solution than was previously in gear. Because of the cold the units will not be able to be tested for noise until spring.

Board chair Kathy Hendricks announced that on January 17 public comments will be taken by the planning committee of the Park Board relating to the Off-Leash Recreation Area. Three options for the OLRA boundaries will be discussed:

1. Keeping the fence as it is currently placed (adjacent to the soccer field).

2. The CIDNA Board motion of December 5, 2000 :That CIDNA would agree to the acreage for the OLRA not to exceed the western boundary of the existing maintenance area, with clear and unobstructed sight lines.

3. A forty foot setback from the eastern boundary, which is, at present, adjacent to the soccer field.

There will be a meeting scheduled ahead of the January 17 meeting for CIDNA members who can attend the January 17 meeting of the planning committee. Residents of CIDNA are encouraged to attend the Park Board planning committee meeting if they would like to give input on this issue.

VARIANCE REQUEST

CIDNA resident Brian Jenson presented a variance request for the properties of 3411 St. Paul Avenue, to "clean up" lot line confusions among three adjacent properties. Ernst Ibs of the variance committee recommended a solution possibility that had fewer conflicts with the city code. Much discussion ensued and David Shirley called the question. Motion before the board made by Judy Berge and seconded by Bengt Sohlen:

THAT THE CIDNA BOARD HAS NO OBJECTION TO THE VARIANCE AS STATED.

The foregoing resolution of the board was passed with ten votes in favor of the motion and with abstentions from the vote by Drew Sommers and Marsha Porter.

REPORT BY CARLA SARIIN-EGERMAN ON CBC PARKING ISSUES

A conditional agreement is in place that will be reviewed every 90 days. Police will be hired by the CBC for any event drawing more than 200 people. Signage will be placed on pertinent streets/parkways regarding CBC parking regulations. All CBC vendors must be registered with the Park Board. Mayor Sharon Sayles-Belton has requested a letter from the Park Board, on an every three month basis, addressing the issues of how the CBC agreement is being enforced. As of January 2, 2001, the CBC had not signed the agreement.

MIDTOWN GREENWAY REPORT, by BOB CORRICK

Bob announced that the Director of Transportation of the Metropolitan Council has changed the transportation plan to reroute the busway (that was originally proposed for the Greenway) to Highway 100. This is the new transportation policy plan. The plan for a vintage trolley will be considered for the Kenilworth and Midtown Greenway. This is viewed as a step in the right direction, not yet a commitment. This change reflects a tremendous effort at the grass roots level by people and citizens concerned with the preservation of the new Greenway as a bikeway, first and foremost!

CCP SAFE REPORT, by SHEILA RAWSKI

There were two crimes reported in CIDNA during the month of December: 2700 Xerxes South - TMV, crime of opportunity, and 3100 Lake Street- theft from an office complex. A year recap for 2000 was handed out at the last board meeting and will be posted on the web-site.

Kathy Hendricks announced that the CIDNA message line will be discontinued due to lack of use. Calls are taken by Kathy Hendricks.

Glenna Case encouraged all who can to attend the NRP conference and awards dinner on February 24. Planning for Phase 2 of NRP will involve the entire Board. It is important that Board members and interested residents become as educated on this process as possible. The management review team is a subcommittee of the NRP policy board and is in need of a representative. Interested persons should contact Glenna Case or Kathy Hendricks.

THE ANNUAL MEETING OF THE CEDAR LAKE PARK ASSOCIATION WILL BE HELD ON WEDNESDAY, JANUARY 24, 2001, 6:30-8:30, AT THE JONES-HARRISON RESIDENCE. Ruth Jones is the contact person for this event.

The business before the board being completed, the following motion to adjourn was made by David Shirley:

THAT THE JANUARY MEETING OF THE CIDNA BOARD BE, AND HEREBY IS, ADJOURNED.

The foregoing resolution of the board was passed unanimously and the meeting was adjourned at 9:00 p.m.

Meetings of the CIDNA board was generally held in the Lake Room of the Jones-Harrison Residence on the first Tuesday of every month. The next meeting is scheduled for February 6, 2001, at 7:00 p.m. The meeting is open to the public.
