US Army Forces Command (FORSCOM), ATTN: AFG1-MWE (Lib Pgm),

As Director, FORSCOM Library Program, I am responsible for policy and technical guidance to the general, public libraries on Forces Command installations (Forts Bragg NC, McPherson GA, Irwin, CA, etc.). I advise both installation and Headquarters staffs on library requirements, standards, funding, facilities, collections, automation, librarian career development, and overall program delivery. I make staff assistance visits to installations, briefing the installation command group on libraries. As a staff action officer, I write analyses and present written and oral briefings on library issues and, as directed, on other issues involving manpower, automated systems, and budget. Accomplishments include (1) installation of automated systems in all FORSCOM installation libraries, and (2) renovation and construction of new library facilities on all FORSCOM installations. I serve as FORSCOM representative on the Army Library Steering Group which advises the Army G1 and also works closely with the Federal Library Committee of the Library of Congress. I served as Group's Chair, 1999-2001. I accomplished completion of first Army Library Strategic Plan and I hosted two Army-wide Library Institutes (1993 and 2000), the premier professional development opportunity for Army librarians. I have been assigned special duties to include, (1) development of the FORSCOM Military Child Education (K-12) Program (1997-1999), (2) coordination of the Better Opportunities for Single Soldiers (BOSS) Program (1996), and (3) recently as a member of the Administrative Appeals Board for a Commercial Activities study involving Fort Bragg. Outcomes include (1) organizing the first FORSCOM conference of installation school liaison officers with the FORSCOM Commanding General present, and (2) staffing of the first BOSS Circular.

08/90 � 12/92   Supervisory Librarian GS-1410-13 (Library Management Office) 

US Army Europe & 7th Army, ATTN:  AEAGA, APO AE  09014

As Supervisor, Library Management Office, I supervised four other librarians and had responsibility for operations of (1) the US Army Europe (USAREUR) command-wide automated library system, PALS, (2) the USAREUR Library Resource Center command reference library, (3) the Audio Visual Library, and (4) the Remote Site Library Support Center. I provided technical and professional guidance to 40 USAREUR Military Community librarians. I accomplished the first complete inventory of PALS (Patron-oriented Automated Library System) and initiated the first major system upgrade to PALS. I also coordinated two USAREUR librarian training institutes for the Military Community librarians, during a time of great upheaval because of both USAREUR drawdown and the impact of Operations Desert Shield / Desert Storm. As part of the USAREUR force reduction, beginning in 1990, I coordinated several Military Community library closings with the USAREUR Host Nation Activities staff, the Library of Congress Gift and Exchange staff, and the US Information Agency of the  US Department of State.  
 

02/90 � 08/90   Supervisory Librarian GS-1410-13 (Field Services Librarian) 

US Army Europe & 7th Army, ATTN: AEAGA, APO NY  09403

As Field Services Librarian, I supervised two other librarians and was responsible for the operation of the USAREUR Audio-Visual Library and the USAREUR Remote Site Library Support Center which provided library materials to soldiers and families in Germany, Belgium, the Netherlands, Italy, Turkey and Greece. I advised all Military Community librarians on professional library training and development. At the request of the senior leadership, I drafted a plan for reducing by half the USAREUR Library Management Office. Plan was implemented during 1991 and 1992.


08/87 � 02/90   Administrative Librarian GS-1410-13 (Library Program Manager)

As Director, FORSCOM Library Program, I was responsible for policy and technical guidance to public libraries on Forces Command installations (Forts Bragg NC, McPherson GA, Irwin, CA, etc.). I advised both installation and Headquarters staffs on library requirements, standards, funding, facilities, collections, automation, librarian career development, and overall program delivery. Accomplishments included (1) obtaining productivity capital improvement funding for automation to the installations libraries, and (2) planning for and construction of the Fort McPherson Library during 1988-1989. I served as FORSCOM representative on the Army Library Steering Group which advised the Army senior leadership, and also worked closely with the Federal Library Committee of the Library of Congress. I initiated the Army-wide Library Institute for 1990, the premier professional development opportunity for Army librarians.
 

07/79 -- 08/87   Supervisory Librarian GS-1410-12 (Chief, Technical Services) 

US Military Academy (USMA) Library, West Point NY  10996

As Supervisor, Technical Services Division, I was responsible for USMA Cadet Library acquisitions and cataloging for the main and 12 academic departmental libraries. I also assisted the senior library leadership with implementation of the Cadet Library's first automated system. My major accomplishment was my team�s contribution to deployment of library automation July 1982.
 

01/77 � 07/79   Librarian GS-1410-11 (Reclassification Librarian) 

US Military Academy Library, West Point NY  10996

As Reclassification Librarian, I led the seven-person Reclass Team, responsible for re-cataloging and re-classifying the Cadet Library's half million book titles, from Dewey Classification to that of the Library of Congress. This project, completed in 1982, laid the foundation for future USMA Cadet Library automation.
