A sly, devious, gangster type that knows the ins and outs of all the main players in the Minos Cluster. Weliy has been sitting near the top of the criminal organizations in the sector for several years, but he never manages to squeeze out the top spot. He loves to gamble, loves to cash in on favors, and enjoys hunting down those that have double-crossed him. He usually hangs out in a bar called "The Hine-a-Kann" on the planet of Reyslk. It is rumored that he is an excellent marksman (even while drunk). Weliy dealt with Yallik on one occassion, and he usually hangs on to "favors" until he needs something done.
