The children were not in any danger; they were with their father.
If no legal action has commenced or there are no court orders in place either parent can (nominally) separate and take the children with them. Effectively though, as we all know, mothers can do this with impunity and State (aka Govt) sanction and support but not so fathers.
In cases where custody/residency has been 'awarded' to the mother then the father can and will experience the full force of the State if he seeks to exert his rights as a parent and father (other than as approved by the State). This latter situation my be the case with this story.
Notice how the mother has fought with the father and is now playing the poor beaten victim.
When my wife abducted my daughter and I reported my concerns for their safety the police fobbed me off with "It's a civil matter". As I found out later, they probably knew, or could have found out, that she was in a 'refuge' (misusing government funded services for her own gain) and they could have told me my child was safe.

Man and children sought - Chatswood
Police from Chatswood have grave concerns for the welfare of three children who were taken following a domestic incident at Lane Cove yesterday.
The incident occurred in Woods Street at Lane Cove about 4.30pm.
Police believe that during the altercation a woman’s arm was injured. She was treated at the scene by ambulance officers and conveyed to Royal North Shore Hospital in a stable condition.
Police hold grave concerns for the children Angelica, Dimitriy and Andrei aged 5, 3 and 22 months who were last seen in the company of 29-year-old Frank Dipalma.
Police believe that 29-year-old Frank Dipalma may be able to assist with their inquiries.
He was last seen wearing a grey track suit top, grey pants and white runners.
He was last seen driving a blue, 1993 Holden Commodore sedan with a NSW registration of ZB 08 AK which was heading towards Burns Bay Road.
Chatswood Police are urging anyone with information about the location of the vehicle or children to contact 000 immediately, Chatswood Police on 9414 8499 or Crime Stoppers on 1800 333 000.
