The applicant Quan Bing Leong or Bing L. Chong is seeking a return certificate as a native born citizen of the United States. According to his statoment he has never before been before this servIce for determination of his status.
The applicant is said to be 29 years of age and to have been born on a ranch in Madera County, California. In addition to his own testimony there have been presented as witnesses, his alleged mother Mrs. Leong Yee Chong or Sun Ho, an alledged sister Mrs. Sun Kow and an alleged sister Mrs. Chan Tai Oy. The alleged father of the applicant Yee Chong is said to have died in Madora in 1902. Certificate of residence No. 91769 represented to be the property of the father has been presented is evidence.
In addition to the witnesses who appeared in behalf of the applicant there has been presented documentary evidence in the form of an affidavit prepared in 1903 when he was about four years of age to which is affixed his photcgraph, also birth record establishing fact of birth obtained in the Superior Court of Madera County in the year 1927.
The
testimony of all witnesses concerning the case is in substantial agreement.
The applicant speaks the English language fluently and his demeanor Is
entirely that of an American born boy. It is believed that his claim of
nativity was been reasonably established and the, application is submitted
with favorable recommendation.
