First Surf around the pond on the right hand side of bills house, then fly to Viridian City and talk to the guy, that teachers you how to catch wild pokemon, and say NO then fly back to Bills house and surf around the left pond this time, then go inside and walk around Bill three (3) times and he will say ," listern bud do you want to go into my garden?"Then say YES and a door will appear between the teleporters.
NOTE: when you leave that's it, you can't even go back into Bills house, so DO NOT leave before going in to the Garden.
Pikachu surfing mini-game
Note: The Pok�mon Stadium game on the Nintendo 64 is required for this trick. Successfully complete the tournament mode on Pok�mon Stadium without using any rented Pok�mon. Then, transfer Pikachu to the Pokemon: Yellow Edition cartridge to play the Pikachu surfing mini-game.
Pokemon duplication
set up a trade between you and a friend. make sure one of you has a pokemon to be duplicated and one has a pokemon to be Erased(Rattata, Pidgey) after you have almost completely finished the trade it should say "waiting" as this is about to leave the screen, the person who started with the stong pokemon, has to turn off their console. if timed correctly it should say "trade complete". Now the other person turns off their console.
you both should have the strong pokemon.
NOTE: this could take a bit of timing so be patiant.

Bulbasaur can be found at Cerulean City, near the Pokecenter.
Charmander
Charmander can be found at Route 24 N.W.
Squirtle
Get the Thunder Badge on the S.S. St. Anne, then go to Vermilion City to find Squirtle
Arcticuno, Zapdos, and Moltres
When you have reached the mystical bird (Arcticuno, Zapdos, and Moltres), save the game before going into battle. This will allow you to restart if you knock them out or run away.
