United States Senator John Melcher spoke of his first memories of Sen. Manning. He said he wanted to get started in his first veterinary business in Forsyth. Dave Manning helped him get started financially and with moral support. And he kept saying, "When I need the money I'll let you know." And he did in such a quiet way, it was paid immediately . . . and with good memories.

Sen. Melcher mentioned that he had worked in the legislature with Sen. Manning and "learned the ropes" from him.

He spoke of his other early associations with Sen. Manning. In his early financial transactions with Dave Manning, John Melcher said he had no written contract with him. Your word was good with Dave, said John Melcher, and his word was good with you.

Agriculture chairman Gordon McComber spoke of Sen. Manning's early work with water in the state of Montana.
