CHINA E-LOBBY UPDATE: SEPTEMBER 26, 2001 TOP STORY: PRC USING TERRORIST ATTACKS TO �GAIN GROUND ON TAIWAN� BEIJING �HOPES IT CAN WIN CONCESSIONS ON THE TAIWAN FRONT,� WORRIES NOT ABOUT TERRORIST-BACKING TALIBAN, BUT ABOUT A POSSIBLE ANTI-TALIBAN, �PRO-US REGIME� Communist Chinese Foreign Minister Tang Jiaxuan visited Washington over the weekend for talks with Vice President Dick Cheney and Secretary of State Colin Powell. Tang�s talks were the first phase of a Communist attempt to �exploit the situation to gain ground on Taiwan,� according to CNN�s Willy Wo-Lap Lam. Lam noted that Beijing is hoping to �win concessions from Washington on the Taiwan front.� Link: CNN: Lam Powell said his talks with Tang involved �no suggestion of a quid pro quo� regarding Taiwan. Lam noted that Powell did, however, privately state America�s support of the �one China� fallacy. Lam�s analysis shows that Communist China is more concerned with winning U.S. support for its crackdowns on Tibet and East Turkestan (Xinjiang) and its maneuvers against democratic Taiwan than terrorism. In fact, the People�s Republic of China is actually frightened that the U.S. would defeat of the Taliban and �set up a pro-U.S. regime in Kabul.� As Lam put it, �After all, Beijing is obsessed with the conspiracy theory that Washington is trying to �encircle and contain� China.� MORE ATTACK AFTERMATH: BUSH ASKS FOR POWER TO WAIVE CURBS ON MILITARY AID FOR PRC AND OTHERS; BEIJING OFFERS �INTELLIGENCE SHARING,� MILITARY �COOPERATION� POSSIBLE The Washington Post also reported that the Bush Administration �has asked Congress for authority to waive all existing restrictions on U.S. military assistance and weapons exports for the next five years.� This would include restrictions on Communist China. The PRC has offered �to share intelligence on terrorists.� Secretary of State Colin Powell also said cooperation �might have a military component.� Link: Washington Post PRC STILL INSISTS ON UN APPROVAL OF ANTI-TERRORIST WAR Last Friday, PRC Foreign Minister Tang told Vice President Dick Cheney that the Communist China would still want United Nations approval for any campaign against terrorism. He did offer more �anti-terrorism co-operation,� whatever that means. Tang also transmitted the PRC offer to share terrorist information, acquired thanks to its close relationship with Taliban ex-ally Pakistan. He did not elaborate, but he was likely referring to East Turkestan (�Xinjiang�). Communist rule has been so brutal in the region that it has spawned an independence movement among the Uighur Muslim population. AMERICAN FLAGS FOR PATRIOTIC CITIZENS, MADE IN COMMUNIST CHINA Reporting this story can really make one feel like the skunk at the garden party. Still, the Washington Post reports that American flag factories are working overtime � in Communist China. Link: Washington Post OTHER AMERICAN NEWS BUSH�S ASIAN TRIP CUT BACK: VISITS TO BEIJING, TOKYO, AND SEOUL POSTPONED President Bush will only attend the Asia-Pacific Economic Cooperation (APEC) summit meeting in Shanghai next month. His further itinerary, including trips to Beijing, Tokyo, and Seoul were postponed. Links: Los Angeles Times, CNN MAINLAND NEWS COMMUNIST CHINA CONDUCTS TESTS ON SSN-22 SUNBURN ANTI-SHIP MISSILES The Communist military has begun testing its SSN-22 Sunburn anti-ship missiles, which can sink most U.S. Navy vessels. The PRC tested the Sunburns on Sovremenny-class destroyers; both the destroyers and the missiles were bought from Russia. Communist China received the first shipment of 48 Sunburns last year, and the Washington Times reported they could have �several hundred� stockpiled by now. Link: Washington Times PRC HAS NEW PATROL SHIPS BUILT FOR SOUTH CHINA SEA The Washington Times, citing Jane�s Defense Weekly, reported on the completed construction of �20 to 24 navy ships in a new class it will use to bolster its patrols of the South China Sea, including around the disputed Spratly Islands.� Beijing�s People�s Liberation Army will man the ships, which are supposedly for the PRC customs administration. Link: Washington Times COMMUNIST CENTRAL COMMITTEE MEETS TO LINE UP LEADERSHIP RESHUFFLE The Chinese Communist Party Central Committee began meetings this week to lock in place the cadres for new leadership positions next year. The gathering is likely to confirm the rise of PRC Vice President Hu Jintao, leader of the Communists in Tibet as the latest crackdown started (he was Tibet�s party boss from 1988-1992) and all-but-certain choice for the post of CCP General Secretary. This was the post from which Deng Xiaoping wielded power �behind the scenes,� and BBC noted in its story that Communist President Jiang Zemin � who also holds both the General Secretary and CMC Chairman posts � will likely keep the CMC title. INTERNATIONAL NEWS APEC MEETING TO TAKE ANTI-TERRORIST TONE Next month�s Asia-Pacific Economic Cooperation (APEC) summit meeting in Shanghai will �show its concern over terrorism in a proper form,� according to Communist Foreign Ministry spokesman Zhu Bangzao. Zhu also took the time to insist, again, that the upcoming anti-terrorism campaign be under UN auspices. The NDMA won 21% of the vote, nearly triple their showing five years ago. It won two of ten seats, up from one seat in 1996 � a seat it thought it would be unable to hold. Communist China took over Macau from Portugal in 1999.
