TOP STORY: NORTH KOREA COULD MAKE THIRTEEN NUKES A YEAR, BY NEXT YEAR According to the International Institute for Strategic Studies, North Korea could make up to 13 nuclear weapons per year once its uranium enrichment program and its second plutonium reactor are up and running. The weapons could be ready as soon as �mid-decade� (Washington Post), which would be next year (2005). OTHER WEAPONS OF MASS DESTRUCTION NEWS DELEGATION MEMBER �UNCONVINCED� NORTH KOREA ACTUALLY HAS NUKES Siegfried S. Hecker, a member of the delegation invited to North Korea by the Stalinists, said the regime was desperate to prove they had a nuclear �deterrent� (Washington Post). However, Hecker �was not convinced� (BBC) the North had actually built nuclear weapons. Also reporting: CNN, Washington Times PRESIDENT BUSH CALLS ON NORTH KOREA TO END ITS NUCLEAR WEAPONS PROGRAM During his State of the Union speech last week, President Bush called on North Korea to �eliminate its nuclear program� (CNN). Stop the North Korean Nuclear Power Plants: Construction on the nuclear power plants from the 1994 agreement has been suspended for one year, but the plants have not been cancelled. NEWS ON COMMUNIST CHINA�S ROLE COMMUNIST CLAIMS HISTORICAL TIES TO KOREAN KINGDOM Communist China is claiming that the ancient Korean/Manchurian Kingdom of Goguryeo was �an ethnic kingdom of ancient China� (Washington Post). With the seemingly academic claim, the Communists could �laying the groundwork to dispute the current border with North Korea and, if they find it to be in their interest, claim more territory.� The Communists used the same historical routine to claim control over Tibet; thus leaving open the possibility � not mentioned by the Post but certainly worth pondering � that they could lay claim to, and occupy, northern Korea should the Stalinist regime meet any untimely demise, or tries to move out from under the PRC�s thumb. HUMAN RIGHTS AND INTERNAL NEWS AMNESTY INTERNATIONAL RAPS NK FOR USING FOOD AS A POLITICAL WEAPON In a report to the World Social Forum, Amnesty International, citing �interviews with international aid groups during 2002 and 2003� (Washington Post, second item), blasted North Korea for �distributing food unfairly, favoring those who are economically active and politically loyal,� and using food �as a tool to persecute perceived political opponents.� The World Food Program admitted that its aid to North Korea has been diverted by the Stalinists to feed themselves and their military forces (see last NKR). COMMENTARY/ANALYSIS Austin Bay, in the Washington Times, gives a quick sketch of the Stalinist regime and its ambitions for the six-way talks on its nuclear weapons.
