| CHINA E-LOBBY RE-CAP: HOUSE PASSES PNTR BY 237-197 VOTE Well, we threw ourselves at the wall, and came back with broken noses. The House approved Permanent Normal Trade Relations with Communist China yesterday by a vote of 237-197. The Senate will now take up PNTR, which they�re expected to pass in June. Senator Jesse Helms (Republican � North Carolina), chairman of the Foreign Relations committee, said he would do whatever he could to stop, or at least slow down, PNTR�s passage. �We are going to have votes � perhaps uncomfortable votes � on a range of issues related to China,� said Helms. �In the end, China's tyrants may or may not get the package Mr. Clinton has prepared for them.� House Democrats reached the 70-vote threshold they said they needed. Seventy-two Democrats voted yes, while 139 voted no. The Republicans, who once fashioned themselves as the pre-eminent anticommunist party, provided the bulk of the votes for passage. Only 57 Republicans voted to reject PNTR, a figure that was actually lower than the votes against the annual review last year. The Communist China trade deal, of which PNTR was an essential part, won 164 House Republicans, including the entire Republican leadership. Twenty-eight members who voted for PNTR had voted against granting NTR to Communist China last year. The defectors included 21 Republicans and 7 Democrats. Had at least � of them stood firm, the result would have been reversed. Although the votes were not there, some convergence on the issues was. This debate saw Bernie Sanders, Vermont Socialist, hammer about national security, Taiwan, and religious freedom. It also saw, Gary Bauer, ex-Republican presidential candidate and Christian conservative leader, wax eloquently on human rights and labor rights. From a rally jointly held by Bauer�s Family Research Council and the United Steel Workers Association, to a press conference where veterans� groups spoke passionately against PNTR and were hailed as heroes for it by Sanders, we saw the gelling of an anticommunist coalition of right and left. The American people�s voice was muffled, but it clearly wasn�t silenced, and it will not go away. We are far from done; we just happened to get started smack in the middle of this critical debate. More than ever, this debate, and the cooperation between left and right to help the people of Communist China suffering under Beijing�s dictatorship, showed the need for organizations ready to put right and left together to help the Chinese people liberate themselves � organizations just like the China e-Lobby.
