TOP STORY: KOZIUMI TO VISIT NORTH KOREA AGAIN
SUMMIT WITH KIM JONG-IL COMES EIGHTEEN MONTHS AFTER LAST TRIP
Japanese Prime Minister Junichiro Koizumi will visit North Korea to meet with Stalinist-in-chief Kim Jong-il on Saturday.  Talks between the two will center on North Korea�s nuclear weapons and the fate of the children of five Japanese kidnapped by North Korea between 1978 and 1983.  Reports: BBC, CNN, Washington Post

The five Japanese citizens are home, but the Stalinists refuse to let their children follow them (see 9/23/02, 9/30/02, 10/7/02, 10/14/02, 10/21/02, 10/28/02, and 11/18/02 NKRs).  Kim Jong-il admitted to kidnapping thirteen Japanese during Koizumi�s last meeting.  Kim claims eight are dead, but has provided no proof of this.

In addition to the children, the husband of one of the five (the other two are married couples), former U.S. Sergeant Charles Robert Jenkins, was also held behind.  Jenkins �deserted� in 1965, and Japan is asking the U.S. not to charge him for it (Voice of America via
Epoch Times, HK).  Jenkins� family insists he was also kidnapped (see 12/19/02 NKR).

TOP SOUTH KOREAN STORY: COURT REINSTATES PRESIDENT ROH
SAYS ROH�S VIOLATION OF LAW �NOT GRAVE OR SERIOUS ENOUGH� TO OUST HIM
South Korea�s Constitution Court struck down impeachment against dovish President Roh Moo-hyun, saying his violation of electoral law �was not serious or grave enough to justify the unseating of the president� (Washington Post).  Roh was reinstated immediately.  Also reporting: BBC, Cybercast News, Washington Times, Voice of America via Epoch Times

Roh�s crime had been to advocate the Uri Party in legislative elections last month.  The resulting outrage from the impeachment led to a National Assembly elected with a Uri majority, ending control by the hawkish Grand National Party, which had supported impeachment (see 3/15 and 4/19 NKRs).

AXIS OF EVIL NEWS
LIBYA OUT OF THE NORTH KOREAN ARMS TRADE
As part of its rehabilitation efforts, Libya �has agreed to halt military trade with North Korea, Syria and Iran� (Washington Post).  Libya has been a connoisseur of arms from the Stalinist North and its Communist Chinese ally, who was not on the list of persona non grata sellers.

WEAPONS OF MASS DESTRUCTION NEWS
NUCLEAR TALKS HAVE �MAJOR DISAGREEMENTS�
As mid-level round of talks among the six nations involved in two earlier rounds of North Korean nuclear weapons took began last week in Beijing (BBC), Communist Chinese mouthpiece Liu Jianchao admitted to �some major disagreements� (Voice of America via Epoch Times).  North Korea called U.S. demands �humiliating� (Washington Times).

The two previous rounds of talks on North Korea�s nuclear weapons have led to nothing but American concessions (see
10/21/02, 4/28/03, and 3/1/04 NKRs).

Stop the North Korean Nuclear Power Plants:
Construction on the nuclear power plants from the 1994 agreement has been suspended for one year, but the plants have not been cancelled.  Use this China e-Lobby fact sheet and tell the President to kill the power plants from the 1994 agreement that North Korea broke.

MISSILE SHEILD COMES UNDER CRITICISM
The anti-missile defense Union of Concerned Scientists has blasted a limited missile defense as having �no basis for believing the system will have any capability to defend against a real attack� (Washington Post, second item).  The missile shield will be deployed in September to �protect all U.S. states against a limited strike from North Korean missiles.�

SOME U.S. TROOPS LIKELY TO LEAVE SOUTH KOREA FOR IRAQ
About 4,000 of the 37,000 America troops in South Korea are headed for Iraq (BBC).  Kim Sook, a South Korean Foreign Ministry official, said the U.S. told his government about the deployment today.  There are some reports that the troops, once out of South Korea, will not come back (Washington Times).  Also reporting: Cybercast News
