CHINA E-LOBBY UPDATE: OCTOBER 10, 2001

TOP STORY: BBC REPORTS PRC ACCEPTS COALITION GOVERNMENT IN AFGHANISTAN
WORLD NET DAILY CITING UNCONFIRMED SOURCE SAYS PRC DEPLOYING TROOPS

According to the BBC, Communist Foreign Minister Tang Jiaxuan told Russian Foreign Minister Igor Ivanov that Beijing would support a coalition government in Afghanistan.  This would a major departure from previous comments that the fall of the Taliban regime was unacceptable (see previous updates).  Links:

Tang also tried to use the terrorist war to just the Communists brutal crackdown in East Turkestan (Xinjiang) against the Muslim Uighurs in the region.  (Note: WND says the PRC has deployed between 5,000 and 15,000 troops in Afghanistan to keep the Taliban in power, but they cited an unconfirmed and previously unheard of source called Debkafile.  Link:

PRC CLOSES BORDER WITH AFGHANISTAN, SENDS TROOPS TO EAST TURKESTAN
PRC troops are headed to East Turkestan, according to CNNs Willy Wo-Lap Lam, in part to stem a possible flow of refugees.  The border has also been closed, but as BBC reports, it was already tightly controlled, so there was little actual change. The Afghan side of the border is Northern Alliance-controlled, and there has yet to be any reports of a major exodus from the anti-Taliban region.  Links:

COMMUNIST LEADERS AND MILITARY STILL EDGY ABOUT U.S. IN CENTRAL ASIA

Beijings military is still nervous about the U.S. presence in Central Asia.  Despite a professed willingness to cooperate with the U.S. within certain parameters what certain parameters means is anyones guess the military is not happy with the prospect of the U.S. setting up a pro-U.S. regime in Afghanistan or establishing footholds in countries including Uzbekistan and Tajikistan.  Link:
CNN - Lam

Meanwhile, CNNs Lam reports that the political leadership in the Peoples Republic is still unsure what the real objective is for the U.S.  That combined with the militarys edginess over a pro-U.S. regime in Afghanistan may explain why the PRC has been unusually quiet about war in what it calls its backyard.  Link:
