Look at the statements in this proclamation in the bottom two paragraphs.
"These troops are designed for the defense of our own soil and
should be reported to the Adjutant General with the utmost alacrity. The Executive again invokes you, throughout the state, to organize into companies and to offer your services to your country.
You are now engaged in a struggle for your liberty.
