Should we establish a Scholastic Council Information System?

The Executive Board Information System, commonly referred to as the BINFO system, was developed to allow Executive Board members and other interested parties the ability to track and facilitate the exchange of U.S. Chess Federation information and business data and assorted other chess news in an expeditious and timely manner.

The BINFO system comprises both data published for a general audience and data distributed on a confidential basis for Executive Board only review.

This summary of BINFOs includes neither confidential BINFOs nor BINFOs that contain copyrighted information for which USCF does not have general distribution rights.

To enable the Scholastic Council, Scholastic Committee, Scholastic Community, and other interested parties to track what the Scholastic Council is doing, I move that we establish a similar information system for the Scholastic Council.  01.08.24.1 —Bob Ferguson; seconded by Pat Hoekstra

The SCINFO numbering is set up as follows:  year.month.date.number of motions in that particular month.

 

The following statement is excerpted from the document which created the Scholastic Council.

 

2. Officers will be determined by election or by consensus of the committee.

 

If we follow this statement, the entire committee should vote for chair(s) and any other officers we decide we need.  This is not what we did last year, nor is it what we plan to do this year.  We should change this written policy and post our mode of operation.  It does not state when the officers are to be elected or for what term.  In discussing this issue with the creators, it was their intent that the council should elect its own officers; therefore...

 

I move that the word "committee" in number 2 (above) be changed to "council" to reflect the way we have been doing business. SC-01.08.31.2  I think this motion is necessary prior to the selection of a co-chair to avoid any accusation of impropriety. —Bob Ferguson

I move that all agenda items should be submitted to the chair or co-chairs of the council no later than seven (7) days prior to any scheduled meeting.    SCINFO 01.10.12.1 —Bob Ferguson

Except for confidential issues, I move that all scholastic council members should vote on policy issues by email within seven (7) days of the date the proposed motion is sent by email.  Council members should reply to all.  In the event no response is received, the maker of the motion will contact those not responding for their vote.  SCINFO 01.10.12.2 (The rationale for this motion is to expedite the process.  Too many times, we read an email and forget to respond.)

I propose the formation of the USCF State Scholastic Associations or Chapters.  SCINFO 01.10.16.3 (The rationale of this motion is to build a foundation for the purpose of establishing a network and a democratic based for the election process of the Scholastic Council and Scholastic Committee members.) —Beatriz Marinello  

Council discussed the proposal and unanimously endorsed the concept and moved to refer it to the committee and state coordinators for input.
