Khums for poor? Or Khums for those who are
claiming to be the Jaysh of Imam Mahdi? Those who are claiming to be the Sun
rising from the West? They can't even take over USA and shine on the western
hemisphere for Allah's Sake! Why don't you all prepare using the money of your
own hard work and leave the khums to be distributed amongst the poor and the
needy, e.g. Sudanese people in dire need !!!
Quran doesn't tell us to spend our khums on some folly! You can't pay the khums
to poor and the needy yourself? Woe be unto thee for claiming to be what you can
NEVER be!
You will be questioned for your waste of Khums
appointed for Saadat (so that it is distributed amongst the poor and the needy!)
Or better still, why can't you goto the poor themselves and give it directly to
their hands? Is it hard for you to do? May be you don't like going to Graveyard
either? One thing's for sure, this self-gratifying attitude won't work.

True
Islamic Economy should be Applied
Through
Socialism and Capitalism, we see that a new kind of servitude is imposed on all
nations. A system were people are brought to belief that gold and power are the
only thing that matter and freedom lays in acceptance of this fact, as they
present it. A system that was set up to take away the people’s dignity and
right. And despite the rich natural resources, fertile land becomes wasteland,
waters and seas polluted, forests and treasures destroyed, humanity afflicted
with poverty and wretchedness.
The
Communists and the slaves of gold, the Capitalists, establish warm relations by
which they have usurped and devoured the people’s right to live and to
innovate. By forming monopolies and multi-billion co-operations, they hold the
entire world economy in their hands, terminating all exportation, extraction,
distribution, supply and demand, even pricing and banking, to themselves. With
their forged ideas and false researches (widely spread out from their media
centres) they made the masses believe that prosperity can only be found in the
acceptance of their way. And it is by blind, en masse expectance of this that
the poor are dying from hunger, while the rich (0.5% of the total population)
die by gluttony, extravagance and diseases brought forth by their sexual
perversity. Anyhow, this is a calamity brought about by the world-devourers upon
humanity. And today the various countries, due to the weakness of their leaders
and the countries affiliations, are afflicted with this regretful situations. It
is upon us, the Taliyah of al Mahdi, to research and replace the incorrect
economic system dominating the world of today with constructive plans and
programs covering the interests of the deprived and the hungry, taking out the
world of the mustad’afin (the oppressed) and the Muslims from their difficult
lives and meager living.
Of
course, enacting the Islamic objectives in the world, especially the economic
programs, to encounter the sick capitalistic economy of the West and the strayed
economy of the East, is not possible without the complete domination of Pure
Islam, after uprooting the bad and evil effects of those economies. This
requires some time after the establishment of a just system and the people's
recognition and acceptance of the guided Imam (atfs).
Yet,
offering plans and originally, explaining the direction of the Islamic economy,
standing in defense of the deprived, expanding their general participation and
Imam’s fight against the gold-amassers, is the greatest gift and tidings of
man’s freedom from the fetters of wealth. The corrupt and oppressive regimes
enjoy no distinction nor priority over the poor, and no preference will be
granted to them, neither will their apologies be accepted once the Imam has
risen. Death to them, while the way to the Rise is secured by the poor and the
hungry.
Economy
is not the Goal
Those
who do unceasingly speak of economy and take wealth to be the goal of
everything, do not know what man means. They think that man is like an animal,
whose concern is but sleep and eating, yet with certain difference between this
and the other animals. One takes care of his nafs in a “civil” way, while
the other does so wildly, but both are animals. Those who take economy to be the
basis of everything, take man to be an animal, and as animals they sacrifice
everything for its economy.
Our
basis is the tawhid, the true divine beliefs, not the fulfillment of nafs
(self). Those who say that economy is the foundation have debased man and
lowered him from the level of humanity to the level of an animal.
Islam
Accepts Neither Capitalism nor Communism
One
of the matters which need to be reminded is that Islam does not accept the
despotic and inconsiderate capitalism suppressing the wronged masses. It rather
seriously condemns it in the Book and in the tradition and regards it contrary
to social justice, although some of the crooked thinkers and ill-informed, used
to talk and write - and they are still doing so - in such a way as if Islam is
unreservedly supports capitalism and backs ownership. In this way, by their
incorrect understanding of Islam, they covered the luminous visage of Islam,
opening the way for the ill-intentioned and the enemies of Islam so as to attack
Islam to show it a regime like the capitalistic regimes of the West, such as
America, England and other Western plunderers. Depending on the sayings and
actions of these ignorants, the purposeful persons or the stupid ones, and,
without referring to the true Scholars, have started opposing Islam. Islam also
does not accept a regime like Communism or Marxism-Leninism, which oppose
private land ownership and backs socialism.
Actually,
Islam is a moderate regime, recognizing ownership and consumption, which, if
really applied, will run the wheels of a sound economy, and will implement the
social justice, which is a correlation to a sound regime.
Islam
Restricts Ownership
Islam
is more familiar with the poor than with the usurpers of wealth. Wealth in their
case earned by illegal business. Houses of lust and game... Intoxication
business, swine industry,... their wealth is najis (unpure) and was gained
opposing the command of Allah, ta Ala. Such wealths are not officially
recognized by Islam. In Islam wealth is restricted to certain limits. Suppose
somebody has so much wealth which he has gathered legally, while others are
starving. In this case it can be confiscated by the Imam of that area, and spend
it for the interests of the Muslims. Ownership, much as it is respected and
sanctified by Islam, can be limited by a righteous Imam according to his
authority if he deemed it to be contrary to the interests of the Muslims and
Islam, and it can be restricted to a certain limit, and the surplus can be
confiscated according to his decree.
Islam
Secures 'Adl (Justice)
Be
assured that what is in the interest of the society concerning
spreading
justice, removing the unjust hands, securing independence, freedom, economic
affairs and the adjustment of the wealths reasonably and according to
intelligence and identification, all are existing in Islam in their perfect
forms, and this does not need any illogical interpretations.
Islam
Is to Establish the Government of Justice
Islam
has come to establish a government for spreading justice, since in Islam the
laws concerning financial affairs, such as the taxes, baytul mal(public
treasury), the method of collecting the taxes from all classes of the community,
are registered and arranged in a just way.
Islamic
Judgments Are to Spread Justice
Basically,
judgments are not wanted for themselves, but they are means and instruments used
to correctly carry out the objectives of the lslamic government and to spread
equity and justice in the society. On the long term everything we earn fisically
or spiritually is to be offered in the hands of Imam e Zaman (atfs) and he shall
"spread justice and equity whereas before was injustice and
oppression."
Islam
a Factor of Adjusting Wealth
It
is Islam which blocks the shaytanic interests. It is Islam which prevents those
ruffians from running extravagant lives they like to have. Islam adjusts.
The
riches which these owners unjustifiably possess shall be seized and
redistributed among the needy on the basis of equity and fairness.
The
Prophets' Aim Was to Establish Equity
There
are no loftier persons than the prophets. There are no loftier persons than the
A'immah (as). These individuals sacrificed themselves for the sake of the Ummah
(community). Allah, the Most High and Exalted, says: "We verily sent Our
messengers with clear proofs, and We sent down with them the
Book
and the Balance so that men might uphold justice."
(al-Hadid: 25). The objective is that the people should act equitably, and
social justice may spread among them. They should do away with wrongdoings and
oppression, and the weak may be attended to and justice may he applied. Next
Allahu says: "We
revealed the iron"
(al-Hadid: 25). What connection is there? The connection is that these are to be
carried out by iron. by the clear signs, by Furqan (the criterion) and by iron,
"in it there is great strength". That is, if somebody, or a
group, wanted to drag the Ummah to destruction, to oppress the supporters of
justice, they are to be talked to by clear signs. If they gave no ear, then by
Furqan. If they did not bear, then by bullets.
Whoever
looks into the history will see that it was the religions which instigated the
weakened people against the Sultans.

You have made the poor, poor and the wealthy, wealthy. This capital, wealth,
gold and silver which you have hoarded must be equally divided among all
Muslims. Everyone must share in the others' benefits in the economic and ethical
system of Islam, in all blessings of life."

The
Prophets Mobilized the Needy Against the Plunderers
The
history of the prophets is known. They had come to mobilize the needy people to
go to stop the plunderers at their limits, and to establish the social justice.
The
Prophets Encountered the Rich and the Powerful
The
expeditions of the Prophet (sal) were many, and all were against the powerful,
the rich and the wrongdoers. Before him Musa (as) took his staff and went
fighting with Pharaoh, the Sultan of Egypt. He, with that very staff, and with
his preachings, instigated the people against the sultan of his time. Notice
Ibrahim (as), he picked up his axe and smashed the idols which belonged to the
nobility, and quarreled with them for the sake of the interests of the masses,
and in order to stop injustice against them.
The
Hungry, the Bearers of the Banner of Pure Islam
"0 My dear fighters!” The only thing which you are to think about
is the firmness of the pillars of Pure Islam; the Islam which
will
humiliate the West, headed by the world-devourer, Amerikkka, and the East,
headed under the one eye of ad-Dajjal (may his destruction be swift); the Islam
whose standard carriers are those who walk in Pure Islam. The Islam of the
hungry, the wronged and the poor of the world, whose enemies are the atheists,
the infidels, the capitalists and the wealth devotees; the Islam whose real
supporters have always been void of wealth and power, and whose bitter enemies
are the treacherous gold accumulators, the influential politicians and the
artless sanctimonious people.
The
Borders Between the American Installed Islam and the Pure Islam
The
way of struggling against American Installed Islam (Wahabi, Deobandi, Salafi)
has a particular complication, whose different corners are to he spotlighted for
the hungry Muslim fighters. But, it is much regretted that still many of the
Islamic nations cannot clearly, distinguish the frontiers between the fake Oil
Islam of King Fath and the Pure Islam, the Islam of the hungry and the deprived.
The Islam of the petrified sanctimonious persons and the godless capitalists,
the painless well-to-do complacents.
The
Duty of the Taliyah in Fighting the Plunderers
The
Taliyah al Mahdi is to fight against the monopolizers, the illegal profiteers,
so as not to let so many people remain hungry and deprived, while next to them
the wrongdoers, the plunderers and the eaters of the haraam live in comfort and
ease.
The
Pride of Our Revolution Is Protecting the Hungry
The
more valuable one in the Taliyah is he who has Taqwa (piety), not wealth and
power. All the fighters, students, leaders and the learned of the Taliyah are
obliged to be more sociable and have social intercourse, more frequentation,
more friendly association and familiarity with the poor, the needy and the
hungry, than with the wealthy and the well-off people. Being beside the poor and
the hungry, and regarding oneself along with them are a big pride which is of
the godly men, and which practically puts an
end to the doubts and suggestions.
Al
Hamdu Lillah, in the Taliyah the basis of this thought and look is being
established. Likewise we see in Iran, disregarding the severe economic blockades
and the shortage in the income, they have done their best to ward poverty off
the society. It is our desire and the objective of the Taliyah to see one day
that there is no more poverty and indigence in our Ummah, and the dear, patient
and zealous people of the Ummah enjoy comfort in their material and moral lives.
Allah may forbid the coming of the day in which we turn away from defending the
deprived and turn towards protecting the capitalists, and the rich get more
prestige. We take refuge in Allah from this course which is quite contrary to
the ways of the prophets, Amirul Mu'minin and the infallible Imams (peace be
upon all of them). The pure garment of them is innocent from that, and must
remain like them so for ever. We have not yet seen the glories and the blessings
of our Group, manifest in the global world and the stomachs of the hungry. But
by the hard work of all mu'minin the Revolution and Rise to protect the poor,
reviving the slogan of defending the rights of the mustad'afin, shall become a
FACT.
As
combating deprivation is our belief, way and tradition, and our din (way of
life), the world-devourers would not let us alone in this case, either,
narrowing the rings of besiege around the individuals working within the Taliyah
in order to weaken us, displaying their own hatred, grudge and fear of this
popular and historical movement, in the form of thousands of political-economic
conspiracies. Undoubtedly, just as the world-devourers are afraid of our
people's tendency to Purity and to become Shuhada (witnesses), they are also
afraid of the tendency and the Spirit within our Group. It is certain that the
more our group tends to combat with poverty and defend the deprived, the more
the despair of the world-devourers of us, and the more the inclination of the
nations of the world towards Pure Islam.
The
reader must pay deep attention to this principle and preserve this older than a
thousand years historical pride of being the refuge for the deprived. The reader
is to advise the nation's authorities and the people, that they may never forget
the sincere inclination and attention of the deprived to the Revelation of Quran
and the establishment of Islam, and not to leave them unresponded to.
Expediting
the Laws in the Interests of the Mustad'afin
Speed
up the construction of the Taliyah al Mahdi, particularly for the mustad'afin.
In a revolutionary speed, join us in our work for the comfort of the wronged,
and to reform the leaders backwardness in a speedy way.
Our
People Rightly Expect Removing Deprivations
The
collection of demands and the Islamic expectations of the Taliyah, are removing
the afflictions and Deprivations, and changes in the Dajjalic system by which
the world is ruled today. These are of the demands rightly expected, and which
must be seriously observed. Before attending to unnecessary bills, notes and
articles, we are to think about some principal and key questions, and to move,
on the basis of the Tawhid,- in a positive direction. We should work first
towards solving the basic problems of the crisis we live in. And fundamental
policies should concern educational, economical, social and political affairs.
These should be recorded in the interests of the deprived and removing poverty
and suppression, and then to be enacted.
Arm
in Arm Let Us Uproot Poverty and Suppression
"0
My nation!"
The brave fighting brothers and sisters, may Allah support us! We are now
reaching a sensitive stage of our Revolution-the stage of construction, a stage
through which our deprived and persecuted people should get the advantage of the
coming Revolution, a stage in which you should touch the greatness of the just
Islamic regime, a stage in which we must proceed arm in arm to uproot poverty
and oppression. You, the people suffering under the Dajjalic development, your
fight against imperialism and exploitation, has to win a great victory, and you
could, by depending on Allah, the Exalted, and by your unity and general action,
overcome the Ignorance of the time,
and
make the Super Powers tremble. Now, too, you must muster your forces and
co-operate in your struggle against poverty and deprivation and in resolving
upon rescuing the people, with the help of Allah. During this hateful Dajjalic
regime the problem of lodgings is one of the difficult social problems. Most
people
are
under the burden of getting a piece of land to build a nest. They often spent
their whole life under the heavy loans of the banks, the profiteers and the
looters in order to he able to have a shelter for themselves and their children.
A great part of the mustad'afin of our Ummah are deprived from possessing a
house, and are used to live in the corners of cave-like, dark, narrow
and
ruinous rooms, and they often have to pay the larger portion of their meager
income to rent such a room. Such ominous heritage has been left for the people
of Afghanistan, and if the Muslims don't stop it we will soon see the same in
Iraq. It's up to you to say "I not endure such an unjust and discriminating
situation. It is the least of everybody's right to have a daily meal and a
residence. The land problem is to be solved and all the deprived People of Allah
should enjoy this divine gift. All the deprived must have their houses. No one
in any part of the world may be deprived from having a house.
Caring
for the Deprived Brings the Reward of this World and the World to Come
We
advise all to act for the comfort of the deprived classes, as it brings you the
good of this world and of the world to come. Since history there were people
living under the injustice of the Sultans, the Kings and the Presidents. How
well it would be if the well-to-do classes volunteer to prepare abodes for the
refugee
camps, and let them be assured that they will find in that the good of this
world and the world to come. It is unfair, however, that one should be homeless,
while another possesses many flats.

Sources
Coordination
of the Islamic Taxation System with the Development of the Country
The
Islamic financial law, which is the basis of the Ummah's life, is founded, as we
have formerly noted, in such a way that the more the Ummah advances in
development, the more its taxes increases, a fact which can he realized by
referring to the law of the public domains. Such a law with such elasticity and
taking care of big demands, cannot he abrogated, rather it has been formed for
all countries and is to remain for ever.
Normal
and Extra Taxes
In
the Islamic Law there are many kinds of taxes, some of which are obligatory (khums)
and some are paid as charity (sadaqa), each of which is to be briefly explained.
Obligatory Taxes (Khums)
“And know that
whatever thing you gain, a fifth (khums) of it is for Allah and for the
Messenger and for the near of kin and the orphans and the needy and the
wayfarer, if you believe in Allah and in that which We revealed to Our servant,
on the day of distinction, the day on which the two parties met; and Allah has
power over all things.” - (al-anfaal,
ayat 41)
The payment of the khums (1/5th) is wajib (obligatory) on the
expendible income, wealth and spoils of war.

“believe in One God, establish prayer, pay zakat, fast in the month of
Ramadhan, and pay khums (one-fifth) of whatever you gain.” – Prophet
Muhammad (sal) (Daru 'l-`Arabiyyah p. 213; Abu `Ubayd, al-Amwal, p. 13.)
Charity
(Sadaqa)
There
are many verses in the Qur’an which command the Muslims to help others
voluntarily. There are more verses dealing with voluntary charity than the
obligatory dues. Every one is morally obliged to help others according to his or
her own means and resources. Charity as overstood from Qur’an has different
levels.
First
level of sadaqa:
“They
ask you (O Muhammad) as to what they should spend (in way of charity). Say,
"Whatever can be spared (from your wealth after your own expenses).” -
(al-baqarah:219)
Second
level of sadaqa:
“...The
pious (are) those who...spend (in charity) from whatever We have given to
them.” - (al-baqarah:3)
Third
level of sadaqa:
“The
pious people (are) those who spend (benevolently) in good and bad days.” - (al-Imraan:134)
In
all these levels, one must remember to follow the path of moderation: “neither
keep your hand shackled to your neck (out of greed), nor outspread it completely
open -- otherwise you will sit reproached and denuded.” (al-Israa:29)
Someone asked Imam Ja`far as-Sadiq (as) about a group of people who are
prosperous while their Muslim brothers are in severe need. Is it right for the
rich people to eat and drink satisfactorily while their brothers are hungry,
specially during the difficult days? The Imam (as) said, "Surely a
Muslim is brother of a Muslim; he does not oppress his brother, neither abandons
him nor deprives him. The Muslims are obliged to work hard for their brother, to
relate to him, to help him, and to be charitable towards the needy people."(Dar
Ihya'i 't-Turathi 'l-`Arabi, p. 597.)
The
Khums and Sadaqa Are for the Establishment of Imam Mahdi's Government
The
taxes which are imposed by Islam and the suggestion of the budget show that they
are not merely to supply provision for the poor but for the establishment of the
government and for meeting the necessary expenditures of a big government. One
that is under control of the last Imam Mahdi (atfs). For example, the khums is
one of the huge incomes which is deposited to the public treasury, forming a
portion of the budget. According to the
instructions
of the A'immah (as), it is imposed on all agricultural and commercial profits
and incomes, as well as on the underground and surface sources. Generally
speaking, it is taken from all kinds of income and profits, levied in an
equitable method such that it covers even the greengrocer sitting al the door of
the mosque, and the sailor or the miner. They have to pay one-fifth of the
surplus of their income after expending their usual expenditure, in accordance
with the precept of Islam, to be deposited with the public treasury. Naturally,
such an
enormous
income is for the management of the Ummah and to meet its financial needs. If we
count the khums of the Islamic countries-or the whole world if they come under
Islam-it will be realized that by imposing such a tax it is not intended just to
satisfy the needs of the sayyids and the ulama. It is intended
to
meet the financial needs of one big organization, making way for Al Mahdi (atfs)
and Masih (as). Each Islamic group established must be managed by means of these
taxes, that is the khums and the zakát (this latter is not so much) and the
jizyah and the kharáj (land tax). The sayyids can never be in need of such
budget. The khums of the profits of only Baghdad's markets are sufficient for
all the sayyids, all the scientific centers and all the poor Muslimin, let alone
the profits of the markets
of Tehran, Istanbul, Cairo and other markets. The assignment of a budget so
enormous denotes that it is intended for establishing a government and managing
the Ummah, to cover the people's needs, such as public services, health,
education, defense and construction. It is more so due to the arrangement
prescribed by Islam for collecting, keeping and spending it such
that
there can be no waste and embezzlement in the public treasury, none have
priority in making use of the public income and funds over the common
individuals. All are equal in their shares, too.
But
what should be done with the people’s share prior to the Rise of our Imam (atfs)?
Who should collect it? What should it be used on? Should this large budget be
thrown into the sea? Should it he buried until the Imam.(A.S.) comes out of
occultation? Or was it to satisfy, then, some fifty sayyids, or, nowadays some
half a million acclaimed sayyids, who would never know what to do with it?
In
short, whoever contemplates the purpose of the (relevant) áyah and the
narratives related to that will realize that all the shares of the khums belong
to Imam Mahdi (atfs) and Allah.
Of
all khums collected by us one half shall thus be given in the hands of Imam (atfs)
and one half shall be spend on preparing his vanguard (taliyah) in accordance
with his wishes and commands.
For
anyone wishing to prepare himself in this way he/she can write

where he shall be given guidelines to fulfil his/her Islamic obligation of khums.
“By the Din of
Islam we are justified, and by the Shariah brought by Muhammad al-Khatam al-Anbiyah
(sal) we fulfil our obligations to Allah. We serve no man, but we pay
Taqlid to the Imam that is appointed by the Hands of Allah. This is the only
Sayyid which we are obligated to follow in this Zaman. We have Allah to answer
to. We will certainly not stand before any `alim on the Yawm ad-Din. May those
who speak vainly of the distribution of Khums be judged most severely on That
Day, unless they turn on their heels towards the Path that is unchanging.” –
