When we first meet Phoebe she has returned from New York where she went to look for their father. Prue and Phoebe never got on very well. Prue thought that Phoebe was irresponsible.
Phoebe tried many jobs but none were suited for her, so she decided to go back to college. Witchcraft was the one thing that gave her a purpose.
After Prue's death Phoebe found herself in the position that Piper had been in her whole life. When Phoebe and Piper discovered they had a younger sister Paige, Phoebe became the middle sister and was playing in between them both.
In Season 4 Phoebe and Cole got married and Phoebe became the Queen of the underworld with her husband The Source/Cole.
In Season 5 Phoebe files for a divorce but Cole can't accept it. Phoebe and her sisters vanquish Cole and Phoebe is able to move on with her life. When the newspaper she works for is bought by Jason Dean, Phoebe hates him at first but as she gets to know him she falls in love with him.
