Start the game with the +developer 1 parameter
(ie: "c:\Kingpin\kingpin.exe +developer 1") and use the ~ key to bring down the 
console (the key below Esc).

Start a new game, but add the command line

+developer 1

to the .exe line. For example:

c:\kingpin\kingpin.exe +developer 1

Now you can press the tilde (~) key to bring up the cheat console. Enter any of 
the following codes at the console prompt.
