The purposes of the Bolivarian Circles were, to improve the life conditions of the people living in poor communities, via the formation of small associations of individuals to tackle the chronic problems that affects them.

Promotion of the ideals and philosophy of Simon Bolivar the Liberator, was to be another function.

These groups have to abide to the control of a central command, which ultimately relies on the president.
