DEP workers wasting time on the job trying to remove a cell phone from the storm drain instead of doing their job.

The DEP workers wasted over an hour fishing through a storm drain trying unsuccessfuly to locate a cell phone.
The supervisor came by, asked what they were up to, he laughed when they told him, he didn't say anything about it and just left.

Here he thought I left so he came back out to work.
