1.4.1  Alien Migrant Interdiction Operations  Proactive patrols are required to counter the normal flow of illegal migrants.  These patrols require surveillance of assigned areas where suspected illegal migration may occur, and the capability to dispatch boarding teams to suspect vessels and subsequently escort them to their final disposition.  The typical reactive nature of AMIO was demonstrated by the recent mass migration incidents off Haiti and Cuba.  When conducting AMIO, both proactive and reactive, assets must be capable of sustained presence, and must have the capability to rescue a large number of people simultaneously in the event that the typical unseaworthy or overloaded migrant craft sinks or capsizes during the attempted voyage.

Additionally, assets must respond to intelligence or operational sightings. Ordinarily, assets must provide food and shelter to large number of people when migrants must be removed from their conveyance until final disposition.
