| Your opinion is needed concering the
formation of the Caribbean Coast Guard. We formally request your input
into the project as you are a professional in this field and a maritime
agency such as this would be a needed and welcome improvement in the
region. What would be the document, the source of authority and jurisdiction of a regional police powered Caribbean Coast Guard? Can CARICOM and/or the OECS be enhanced with additional capabilites or does there need to be a whole new treaty for something like this? There are plenty of international agreements and other cooperation efforts, but don't you need penalties for infringement? Agreements don't mean much if they are not implemented and backed up with patrols, inspections, searches, and occasional impoundment or detention. You need an operational capacity built up. What about patrols outside the territorial waters, and can gaps between islands be filled? There should not be any safe havens. |

The Marine Safety section talks alot about Port State Control and providing practical support to IMO Conventions and other purposes. Environment speaks to conservation and resource management as well as obviously talking about oil spills and other things. Economic section deals with the importance of trade and a common economy. Transport by Sea and Air require management and "rules of the road". Search and Rescue section is obvious and the Caribbean is part of global efforts there. Jump on in the water is warm.
