2007 Draft Day Kit

Here it is, boys--your complete 2007 D-Day kit, containing all you need to prepare for this year’s Draft.  This year, the draft will again be held at Rich’s office in Oakbrook.  Rich has provided directions on the enclosed sheet, if you don't understand them, contact me or Rich.

It looks like we’ll need to auction off 138 players on Sunday – 7 fewer than last year.

According to my figures, here's where the Draft Day finances stand.  Let me know if you have something different (not only possible, but likely!):

Draft Day Info
Draft Day will be Sunday, April 1 and the proceedings are set to begin at 7:45 AM , probably lasting all day.  You should plan to stay the entire time scheduled.  Experience has shown that Draft Day can last 10-12 hours – you’ll make things a lot easier on yourself if you plan for that length of time.  There will be the usual pre-Draft administrivia (Executive Committee elections), so we'd like everyone to make sure to be on time.  Please be sure to be there by 7:45 – we hope to start bidding promptly at 8:00 .  You can show up any time after 7:30 .

A note on food and drink for the Draft – I will supply the traditional CFCL pretzel rods and licorice (Twizzlers, of course), though probably in smaller quantities than usual.  However, for beverages, it’s every man for himself (and remember, we're in an office, so no alcohol). There's a fridge that has some space we can use for keeping drinks cool (a couple cans or bottles per person – you can rotate others in as you take the cold ones out).  

Remember, you’re also responsible for bringing your own lunch. We will have access to a microwave, so we will have the ability to heat stuff up if necessary.  There are also a couple vending machines where you'll be able to get drinks and snack-type items, so be sure to bring some change if you think you'll need back-up provisions.

Other notes about Draft Headquarters:

New Location:  Rich’s company has moved across the parking lot to a new building in the office park.  We’ll be in the same general area, but a new location  See the directions at the end of this report for details.

Laptop Users: Please be sure to bring an extension cord (or two or three) unless you’ve got enough battery power to last you through the day. Don’t assume there will be an outlet within a foot and a half of your seat – you may need to plug in halfway across the room.

Workplace Considerations: As noted above, we’ll be Drafting in Rich’s office. Even though it’s Sunday, Rich anticipates there WILL be people in the office to do things other than draft a baseball team. Just advance warning that we probably won’t be the only ones there.  There are rumors the Office Manager may be there part of the time, so unless we want to end up drafting in the parking lot it would be best to keep things under control.

Neatness Counts:  Please try to keep things neat throughout the day.  There will staff meetings in the room the next day and the cleaners don’t come in on Sunday.   NO PRETZEL WARS please -- they leave crumbs!

Telephone Policy:  If you think you might need to make a call during the day, please plan to bring a cell phone.  It is NOT cool to use the office phones.

At the end of this report, you'll find a set of links to other documents, including a list of everyone who was cut by their CFCL team and rosters that reflect how the all teams stand after the cuts were made. On Draft Day, I will have the complete list for everyone of all the players available in the draft and their position eligibilities.

NOTE: Since we’re drafting before Opening Day and before official 25-man rosters are set, the list I’ll be providing will consist of my best information as to what the current major league rosters are (you can download an in-progress copy of this list from the Download Center. I've been keeping track of non-roster invitees and demotions to the minors, but there are bound to be some guys I miss. All the obvious people should be listed, but one or two may slip through.  As always, I'm making no guarantees about the accuracy of the list. It should be used only as a supplement to your own research. Note, however, that it will be the OFFICIAL list, so if you try to nominate someone not on the list, you’ll have to convince me he’s still on an NL roster.

Finally, just a couple more notes about the Draft. Along with the list of who's available, I will provide worksheets for you with everyone's pre-draft rosters printed on them and with spaces to fill in the roster as the draft progresses. I will also have sheets for everyone to fill in the reserve rosters for each team. Our supplies will otherwise be limited, so if you need extra scratch paper or pencils/pens, you might want to bring them yourself.

I’ll have the big color-coordinated name cards to flip up and down to show who’s in and who’s out of the bidding.  These will be important, since we won't be using the Bidding Spreadsheet that we projected at previous Drafts. Knowing exactly who is in and who is out of the bidding makes things go a lot more quickly and smoothly. Speaking of smoothly and quickly, please remember to use courtesy in bidding. This does not mean that you can't call Matt (either one of them!) a slimy, scum-sucking lizard when he raises your bid on Albert Pujols by a penny. We just don't want you to take a minute and a half to decide if you're going to raise it another cent. Thirty seconds should be enough for an educated owner to decide, and sixty seconds should be enough for Steve, so that's the general rule we'll use. We won't use a timing method to begin with, but if things start to drag we'll have to institute a sixty second rule.

Also, since we've had some hiccups with the Hometown Discount Budgets in the past, I've included the portion of the Constitution that deals with using the budgets below.  Please take some time to review this information so there aren't any surprises or controversies on Draft Day.

2007 Hometown Discounts

Based on the 2006 standings and point totals, here are the teams that will receive a Home Town Discount Budget, the amount of their budget, and the players who are eligible for a discount.

Using the Home Town Discount Budget.  When a player whose Discount rights are owned is nominated for bidding, the League Secretary will announce the team that owns that player’s Discount rights.  That team will not participate in the bidding for that player.

Bidding will proceed as usual, until only one bidder is left.  Once all the owners but one have dropped out of the bidding, the one remaining team will be given the opportunity to make one final bid (in effect, raising his own bid).

After the highest bidder has submitted his final bid, the team that owns the Discount rights for the player can then decide to:

1.  Let the player go to the team that bid the highest.  In this case all ties and rights to that player are broken.  There is no compensation for not being able to or choosing not to use a Discount.

2.  Bid on the player WITHOUT using his Discount Budget.  In this case, he must raise the bid by at least .01.  The other team can then rejoin the bidding, which then continues between the two teams as normal.  Other teams CANNOT rejoin the bidding.   Once the owner holding the Discount rights takes this route he forfeits the right of exercising any discount on that player.

3.  Use a portion of their Discount Budget to acquire the player.  In this case, the team holding the Discount rights decides how much of his Discount Budget to use.  This amount is then deducted from the final bid and that becomes the player's salary.   The amount used must be at least .01 (no .00 discounts allowed), and cannot be more than half of the team's remaining Discount Budget, rounded down.

Exception:  If a team has only .01 remaining in their Discount Budget, they may use that entire amount to acquire the player.

Teams do not have to use their Discount Budget to acquire players for which they hold Home Town Discount rights, but then they must participate in the bidding for the player as described in Option 2, above.  If an owner has used his entire Discount Budget but still holds Discount rights for un-drafted free agents he may participate in the bidding for the player as usual, but receives no special consideration for holding the Home Town Discount rights.

The Monroe Doctrine

Another talented Chicagoan was signed by the San Diego Padres recently.  Not only did Greg Maddux sign with San Diego, but now Andy Masur will provide play by play and color commentary on XX Sports Radio (1090 AM and 105.7 FM).  This is a well deserved opportunity for the talented team player.  An opportunity I wish he was receiving at WGN.

In my opinion this was a huge loss for the Cubs and WGN.  On the Cubs broadcast side Masur always did a fantastic job filling in for Pat Hughes during Pat’s 7th or 8th inning breaks.  I was always amazed at how this guy

(Masur) could do score and baseball news updates throughout the game and then sit in Pat’s chair for a half inning at the end of the game and sound like he had been calling the whole game. [THIS JUST IN – Pat Hughes, in his negotiation of his new contract, asked for and received an additional half inning break.  So now he only calls eight innings.  Imagine sitting down with your employer and stating that you would like to keep working for them (at a raise in pay no doubt) and do 11% less work?!!  Don’t anyone tell me that the Sandberg deal, when they signed him for $7 million a year and the previous high in baseball was $5 million per, was a bad negotiation.]

Until the Cubs signed Hughes to a long-term deal I had secretly hoped (and expected) that Masur was being groomed to take over.  Hughes has never really done it for me.  “Welllll, what kind of beverage are you drinking there, Ron?” gets kind of old by May.  Oh sure, he’s a talented play by play man and just won the 2006 Illinois Sportscaster of the Year Award, but when you’re up against Harrelson, Singleton and Joniak you BETTER win the award.

I had even heard that at one point in the 2005(?) season Hughes sat down with the then Program Director of WGN and said “I don’t know how much longer I can do this.  I need a break.  I’m exhausted.  I need a vacation.”  Exhausted from sitting at a ballpark and talking with a close friend?  I know the travel isn’t as romantic as one might think, but “exhausted”?  From sitting in a shaded booth with endless supplies of food and drink?  The bellhops carry the bags and while Masur was around, Hughes didn’t even have to remind Ron to pack his toupees or other accessories.

Based on that conversation I assumed the Cubs might move in a different (Masurly) direction once Hughes’ contract came up.  But that didn’t happen.  Could be because the Program Director changed before Hughes’ contract expired.  Could be that Hughes was rejuvenated over the last season or so by doing more Pilates in the off season to prepare him for the 162 game grind (although with Pat’s new clause of “one inning off per game” Hughes won’t broadcast 162 innings this year – the equivalent of 18 GAMES!!!!).  Who knows?  All I know is that Chicago lost another talent to the San Diego Padres.
