Winter Waivers

And so ends another season of Winter Waivers.  Ten teams took part in the off-season claimfest, with 28 players finding new homes – at least until roster cut day in March.

Here’s the full break down of who claimed whom over the past few weeks.  Players marked with an asterisk (*) were claimed by more than one team.

Draft Day 2007

While Sunday April 1 wasn’t a unanimous choice for Draft Day, it does appear to be the date that will ensure us the highest possible attendance.  While the start time is not definite, it would probably be safe to assume we’ll get started around 8:00 AM , as that’s seemed to work best in recent years.

We’ll have potentially three owners traveling in for the Draft, and since they’ll be making travel plans we should consider this date pretty solid.  Location-wise, we will most likely be at Rich’s office in Oak Brook (across the parking lot from the building we’ve used the past few Drafts.


2007 Rule Changes

We’ve already approved one set of rule changes for the coming year, and we have a few other issues to consider – a change in stat services, having owners enter their own transactions at the stat service website.  Discussion on these topics continues on the Forum, and the Executive Committee will be taking all the various input, making recommendations, and issuing a ballot sometime before pre-season activities fire up in earnest.

If you have anything you’d like to suggest, now’s the time to do it.


2007 Entrance Fee

One of the items that will be on the upcoming ballot will be the proposal to increase the yearly Entrance Fee by $5.  This is an automatic item as per the Escalator Clause in the Constitution.  The clause states:

Every other year the league as a whole shall vote on whether to increase the Entrance Fee by $5.  A Yea vote from 75% of the franchises is required in order to adopt the increase.  If the increase is not adopted in a particular year, the vote will be repeated each subsequent year until the increase is approved.

We’ve voted on an increase prior to the past three seasons, and the scheduled fee increase proposal was voted down all three times -- which  means we’ll vote again prior to this season.  If approved the full $60 increase would go toward the prize pool, which would increase the prize for first place by $30, from $468 to $498.

Complicating this matter is the possible change in stat services, which could mean an increase in the amount each team needs to contribute to pay for the service, so the total fee increase could end up being more than just $5 per team.

No need to respond right now – we’ll vote on this via e-mail later.  In the meantime, though, you can start giving it some thought.


First Pitch Forum - League Gathering?

It’s been something of a mini-CFCL tradition in recent years for some owners to go to Ron Shandler’s First Pitch Forum in early spring, and then meet for food and drinks afterwards. 

This year the forum is scheduled for Saturday March 10 at Noon and will again be held in Oak Brook.   Unfortunately, it looks like Ron won’t be present at this year’s conference (Rick Wilton is listed as lead speaker), but Jim Callis of Baseball America will be there again, as will Doug Dennis and a handful of other BaseballHQ writers.

I’m not sure if I’ll be able to attend this year, but if I do I would definitely be interested in meeting before or after with any owners who are going to be there.  If you’re thinking about going (or are interested in getting together with any owners who are), let me know and I’ll keep everyone who’s interested in the loop.

X-Contracts Explained

This is the time of year when questions start popping up about X-contract players -- how they're handled and what the options and requirements are for them.  A couple years ago I wrote a long explanation detailing how everything works and the reasoning behind it, and if you find yourself wondering about that type of thing, you can still find it online here.  In fact it wouldn’t be a bad idea to go ahead and read the explanation whether you currently have questions or not.  If I get basic questions about X-contracts via e-mail, I generally just respond with the link above.  No offense intended, but most questions are already answered in that explanation.

In terms of this year, here are the players currently on X contracts and the MINIMUM salary/contract they must be signed to in order to be retained.  These contracts would be through 2008.  They can, of course, be signed longer than that, for an additional .05 per year.

Note that the 2007 salaries and contracts are exactly the same as they would have been had the player been signed to a long-term contract of 3 or more years in 2006 instead of an X contract.  The X option gave their owners an additional season to evaluate the player and decide about committing to him long-term.  The trade off for that benefit was relinquishing the chance to sign the player to a shorter contract through 2007.

In coming weeks, I’ll write about those players who are eligible to be signed to X contracts this year and their owners’ various options.


The Monroe Doctrine

Another Winter Waivers is in the books with some interesting developments.  Nick Hansen was the big spender dropping almost .70 in new salary, including picking up the highlight of the 2006 Draft – Jac-Que! Jones.  Here’s what is fun/scary about that move.  Funny:  I have no doubt that when Nick opened the CFCL report on Friday and saw that Jones was his, he threw his arms in the air, swished his hands quickly back and forth and proclaimed “Jac-Que!”  Scary: He claimed a former Rebel and had to beat out the Copperfields to do it!

What is going on that a former Rebel would garner such action?  Actually, I’m concerned for the entire league.  In the first round two players waived by the Rebels were claimed BY TWO TEAMS EACH!  (Theriot and Thorman).  Add Jacque from round two (and for fun, let’s not forget that the Copperfields also claimed – and received – Yadier Molina).  All this from a team that last year finished so far down in the standings we almost had to create a different league for them.  It was only with a strong push at the end of the season that Dem Rebels were able to crack the 20 point mark. 

Now the more likely answer to the above conundrum is that Rebel Management has no understanding about talent vs. value and may have given up some major producers for 2007 in exchange for the Always Sexy Kerry Wood, ROY Heartthrob Andre Ethier (although Ethier got major play from two other owners [Current Champion Ruffins and Always Champion Copperfields]), Doug (I’m now Randy Johnson’s Valet) Davis and Jeff Francis because what would a WW be without taking a flier on a Colorado pitcher?

Interestingly two owners stayed completely out of the fray.  Kenn Ruby who is probably getting the hang of two o’clock feedings and diaper changing (notice that Red Hots Guru, Bob Boryca, was right in the middle of things even though his child was born within days of the Rubys’ – with three other children under five, Bob has learned how to type with one hand and either feed or change babies with the other).  The other team deciding not to partake of the table scraps is Da Paul Meisters.  Paul operates on stealth.  He comes to the draft, grabs his players, makes a few moves throughout the season, doesn’t trade, finishes the season in the middle of the pack, and cuts down for WW by keeping three American Leaguers and the 80 year old Jaime Moyer.

But as always, Winter Waivers bring joy and trepidation.  Joy in that we now know that Spring Training is about a month away; trepidation because, as David always reminds us, there is value in them thar names.  The trick is trying to figure out which player with 54 at bats last year or 33 innings pitched is going to break out, be worth grabbing and taking up a Final Cut Roster Spot.  That’s the joy of being a CFCL owner.  Endless possibilities.


Hometown Discount Watch

In 2007, the teams that finished in 5th-12th place in 2006 will receive a budget of up to .06 to use toward reacquiring players who had played out their option with the team (B-contract players). The exact amount each team receives will be based on how far behind the 5th place team they are at the end of the year, in terms of a percentage of the 5th place team's point total.
