Following the 2003 season, the CFCL lost two franchises, the Six Packs and Tenacious B. After a long and detailed search, Teddy Scott and Kenn Ruby were tabbed to join the league as owners of new franchises. Rather than just assign one of the existing rosters to each of the new owners, the players from the Six Packs and Tenacious B were pooled and a supplemental draft was held for Kenn and Teddy to select their players from that pool.
The 2004 Supplemental Draft was held on February 4, 2004 at Edwardo's Pizza in Oak Park. In addition to the two new owners, Co-Commissioner David Mahlan and Hard Hat owner Matt Grage were in attendance.
The draft order had been determined in advance when Kenn and Teddy each selected a number between 1 and 200. Co-Commissioner Mahlan selected a baseball book off his bookshelf ("The New Historical Baseball Abstract" by Bill James) and used the numbers selected by each team to look up the first word on the corresponding page. The words were alphabetized, and the Splendid Splinters, who had the earliest word alphabetically, were awarded the first pick in the Supplemental Draft.
The Splinters zeroed in on outfielder Jason Bay to get things under way, and By Kennen followed up with the selection of pitcher Kip Wells. The newcomers alternated picks until all the available players had been selected.
By the end, each team had acquired 23 players, though some of those were players who and moved to the AL during the offseason and would probably be released on Roster Freeze Day. The initial rosters for the Splinters and By Kennen looked like this (players are listed in the order selected):
