Rules of use of Carolina Equestrian Village Facilities

Owners who have not paid their dues in full by the first day of March are not entitled to, and will not be allowed use of the facilities at Carolina Equestrian Village (CEV). Remember that hosts must accompany guests during the use of facilities at CEV. The caretaker is responsible for grounds and facilities maintenance , and has the authority from the Board of Directors of Caroline Equestrian Village owners Association to enforce the following rules of use.

Any one using the facilities does so at their own risk and must do so in such a manner as to promote safety and cleanliness.
CEVOA assumes no responsiblity for personal injury or damage resulting from the use of facilities. Trash containers are located throughout CEV for deposit of refuse. Owners and guests are required to utilize these container or to take refuse out of CEV upon departing village failure to clean the facilty after use can result in the Violator(s) being denied further use of said facilities.

Section 1. The Clubhouse

The clubhouse is available for use by owners without charge so long as the owner makes reservations through the Board of Directors for CEVOA in advance. There is a deposit of $100 required, which is refundable after inspection of the premises. The total number of participants (including owners) at any event shall be limited to the number allowed by the Fire Marshall for Moore County. The reservation of the clubhouse entitles the owner(s) access to the clubhouse only.
No one is allowed in the stables, tack room, or pastures. Feeding or otherwise interacting with the horses boarded at the Equine facilities is forbidden. The host owner(s) is/are responsible for the actions of guests, for protection of CEV property, and for cleaning the facility upon completion of the event.

Section 2. The Pool and Tennis Courts

Rules of safe use are posted on the pool house and must be adhered to, failure to do so can result in the offender being denied use of the pool. All children under the age of 16 must be supervised by an adult. The number of Guests that may be invited to use the pool is limited to
2 in order to provide access for other members. Host must accompany guests.

Tennis courts are to be used for playing tennis only. Proper attire is required for both the pool and tennis courts. Individuals not properly attired will be denied use of the facility.

Section 3. Barn, Stables, Paddocks and Pastures

Owners in residence are entitled to use the facilities to keep horses, mares and/or geldings only, Stallions are forbidden and no other animals are allowed. Because of limited space each family is limited to two (2) horses and is to share the facilities equally.

In order to utilize the Equine facilites each owner must sign a General Release Statement prior to bringing the horse(s) into CEV.

Each user shall be responsible for providing feed and hay for their horse(s) and for maintaining the health of the horse(s). If the caretaker becomes aware of neglect, abuse, or sickness of any horse he/she will inform the President of the Board or his/her designee, who will in turn inform the owner. If the condition continues, the board has the authority to correct the condition and bill the owner for all expenses. All feed, hay, supplies shall be kept in and orderly fashion in the designated areas. A secure tack room is available for a neat orderly storage of tack. Each user is allowed use of the tack room so long as space is available.

Each owner should provide the care taker with the name and phone number of his/her Veterinarian. The caretaker will maintian a file withe the pertinent informaition, and will contact the veterinarian, so long as the owner has given him/her permission, should the need arise. In the event permission to contact the Veterinarian is not given, the caretaker will contact the owner and/or a member of the board.

All horses must be in good health prior to being brought into CEV. A current negative Coggins test (renewed every two (2) years)is required. All horses stabled at the CEV Equine facility must participate in the STRONGIDE C worming program which is administered daily.

Only the horse owner is allowed to ride, feed/water or otherwise interact with their horse(s) unles the owner gives his/her permission to feed/water his/her horse(s). If someone other than the owner rides, the owner must accompany their guest during the ride.

No one is allowed to ride inside the barn

The Caretaker or president, after consultation with the owner, has the authority to move horses to other parts of the facility in order to protect grass, clean, work in the area, of equalize use between the horses. Individual owners will be given  a specific stall on a first come first serve basis. Owners are responsible for maintaining the assigned stall(s) by cleaning it/them at least once a week. Owners are responsible for providing their own bedding, a storage area will be provided for storage.

Section 4. Lakes and Boats

Number of guests are limited to two, accompanied by a host.
To ensure the quality of the lakes, only small boats less the 17 ft. and canoes are allowed on the lakes. Only electric motors are allowed.
Lakes must be equally shared with others.
Anyone using the lakes must not litter or create excessive noise.
Anyone using the lakes may not exit the lake onto private propery without permission of the property owner(s).
Fishing is permitted so long as Shad minnows are not used, and is done so in a safe responsible manner.
The use of nets for taking fish is prohibited.
All children under the age of 16 must wear a US Coast Guard approved life vest.

Section 5. Complaints

Owners who are dissatisfied with the management of the facilities should contact the President with his/her concerns. The President will attempt to answer the concerns presented after a full investigation. If the President can not answer the complaint he/she will ask the complainant to submit his/her concerns to the full board for action. The decision of the board will be final.
