Attempted bugfix: Clueless as to what makes !memo.!notify work incorrectly. Tried a new char delimiter to see if that will fix the problem.
Added channel var commands to commands list...only one year after they were added. xD

Added in memos from PMs. Bugfix: "Natsuhana, on" actually works now! Yay!
Bug: because of filename restrictions in Windows, nicks with "/" or "|" in their names can create memos, but can't receive memos. ugh. No idea for fix right now.

Finished basic rewrite and set up bot for error collection. Most features discarded/not in yet, but memo system, seen script, mahorabattle are there. Major changes are:
"Natsuhana, memo" and "Natsuhana, turnon" merged in "Natsuhana, on"
