In the interests of lessening the strain on intra-European relations, the Powers of Europe have agreed to a document limiting the proliferation of war between the Alliances that have formed in the aforementioned continent.
ARTICLE 1. The Governments of His Brittanic Majesty of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas, the French Republic, The Emperor of all the Russias, His Majesty the German Emperor, King of Prussia, The Dual Monarchy of the Austrian Empire and the Kingdom of Hungary, His Majesty the Emperor of the Ottomans and the Emperor of Italy agree to the classification henceforth known as Great Power and all of the limitations and benefits wherein.
ARTICLE 2. The Governments of His Majesty the King of Belgium, The Principality of Luxembourg, His Majesty the King of Servia, His Majesty the King of Rumania, Her Majesty the Queen of the Netherlands, His Majesty the King of Portugal, His Majesty the King of the Hellenes, His Majesty the King of Denmark, His Majesty the King of Bulgaria, His Majesty the King of Montenegro, and the Confederation of the Swiss agree to the classification henceforth known as Associated Power and all of the limitations and benefits wherein.
ARTICLE 3. All wars between the Powers of this Agreement will be classified as one of the following; Wars of Agression, Wars of Diplomatic Conflict, Wars of Conquest and Wars of Associated Powers.
ARTICLE 4. A Declaration of Hostilities will consist of a fourteen-day period of closed borders, expulsion of diplomatic staff, economic embargo, military neutrality and an Issues Conference on issues of conflict between two Great Powers. The Issues Conference will be held in Rome unless the Government of His Majesty the Emperor of Italy has Declared Hostilities, thenceforth the Conference will be held in Geneva. If the Issues Conference does not reach an agreement by the end of the fourteen-day period to cease Hostilities, the state between the disputing Powers will revert to a State of War.
ARTICLE 5. A war between Great Powers that issue a Declaration of Hostilities, observe the fourteen-day period, and then enter a State of War will be classified as a War of Diplomatic Conflict. All Wars of Diplomatic Conflict will be closed between the two Great Powers, with all other Powers refraining from military involvement.
ARTICLE 6. A war between Great Powers that do not issue a Declaration of Hostilities or observe the fourteen-day period before entering a State of War will be classified as a War of Aggression, with the Aggressor being the first to issue a Declaration of War. These wars will be open to outside military involvement and Declarations of War.
ARTICLE 7. A war between a Great Power and an Associated Power will be classified as a War of Conquest. The Associated Power involved will be able to request one Great Power or any number of Associated Powers to join the war in their defence. Added Powers beyond the original two will be known as Assisting Powers, and the war will be closed to all Powers not requested by the original Associated Power involved.
ARTICLE 8. A war solely between Associated Powers or a war between an Associated Power(s) and a Great Power(s) initiated by an Associated Power will be classified as a War of Associated Powers and is open to all Associated Powers, but Great Powers will refrain from military involvement.
ARTICLE 9. Neither the Triple Alliance nor the Triple Entente will conspire nor solicit the expansion of their respective alliances outside of nations that exist within the geographical bounds of Europe.
In witness whereof His Majesty the King of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas, Emperor of India, their Excellencies the Ambassadors of the aforementioned Powers at the Court of His Imperial Majesty the Emperor of Italy, Emperor of Ethiopia, and His Imperial Majesty's Chancellor, duly authorised for that purpose, have signed the present Declaration and have affixed thereto their seals.
Done at Rome, in duplicate, the 5th day of June, 1902.
AMENDMENT 1. The Government of the His Majesty the King of Bulgaria is henceforth classified as a Great Power after the entry of the aforementioned Government into the Entente Powers on the 12th day of July, 1903.
