This is the quintessential battle for any Star trek fan. This was the very first battle I did with my friends. Kirk is the more aggressive of the two. We got to see him fight more often than Picard. But Picard seemed smarter, and I value intelligence over strength, although Picard became pretty buff in the later movies. Plus, Picard's Starfleet training is several years more advanced along with his equipment. His training includes some Klingon martial arts while Kirk's probably doesn't since the Klingons were still their enemies and would not have shared any battle techniques. They are probably equal in phaser usage, so it has to come down to trickery and intelligence. I believe that Picard would find a way to trick or trap Kirk and then vapourize him with his phaser before Kirk knew what happened. Kirk doesn't strike me as the type that would realize there was a trap until it was too late. He was always getting into trouble that way. Picard always seemed to be a better tactician than Kirk also. Overall I think Picard beats out Kirk.
