The origins of these guys are very similar: Soldiers rebirthed and then lost in time. Luc has no weapon since he didn't
use one for the majority of the movie. He is stronger than Cap, so his lack of weapon should balance. I am assuming that Cap
is just as good a martial artist as Luc. It seems to be that Cap is more agile than Luc, I guess only because he is from comics.
I think this match is even, so it comes down to other factors. Luc was seen fighting other Uni-Sols and some regular soldiers. Cap takes on some of the most
powerful beings in the marvel universe, beings like Dr.Doom and Thanos. He never beat them but he did last long for someone who barely has
powers. All that is good to know but there is one thing that counts more, stamina. Cap is an olympic level athlete, so he can last long stamina-wise.
Luc needs to be at a low temperature to function well and has to take that serum to stay strong. Time will run out for Luc. Even if he is too strong for Cap, Cap can avoid him long enough to wear him out.
