A small Southern town in a coastal area of Alabama is caught in the grip of terror as the townspeople find the very man they had trusted and voted for as Mayor has placed them in harm's way by arranging for a mental patient to stay over in the small-town hospital,knowing it was no where near to being suitably equipped for holding a patient of this one's caliber.
