     #Cebuana was created by Cebuana, a native of Cebu City, Philippines, on May 23rd, 1999.  Cebuana lives in Virginia, USA and is married with three children. The channel was created by Cebuana to serve the Philippine IRC community by providing a family-friendly and civil meeting place.  Although the focus of the channel is mainly the Philippines and Pinoy issues, all are welcome and will be made to feel that way. 

     Cebuana had come to believe that not only were the other Pinoy IRC channels far too crowded, but this very popularity had led to them being almost impossible to moderate.  After a while, what is unacceptable on other channels becomes acceptable by default when the moderator has far too much on their plate.  This led to an eventual breakdown in civility, constant bickering, and an IRC atmosphere that did not reflect the Pinoy family ethic.

     It is the anonymity of IRC that breeds many problems--if a person is unknown but for a "nick", they often no longer feel they are compelled to the social structures that keep us in line. 

     #Cebuana will strive to counter that, and maintain an even-keeled and friendly atmosphere in keeping with the personal "face-to-face" lives of Pinoys everywhere.   This will, of course, require the moderators to occasionally discipline users, because when the threat of punishment is gone, chaos reigns.

     That said, we invite you to come join us in a channel where you won't be attacked for being a newbie, stating an opinion (reasonably!) or being from one province or another.  If you want to chat with friendly folk, get advice or just read the mail, you'll be welcome at #Cebuana.
