Title: Standing committee for the restoration and care of the USS Croaker.

Croaker Restoration Committee (CRC)

CRC is a standing committee of USSVI Buffalo Base (Buffalo Base) established to provide for the restoration and care of the ex-USS Croaker (SS/SSK 246) (referred to as "Croaker" throughout the remainder of this part).

Background:
The Croaker is a diesel-electric WWII-era submarine in the custody of and maintained by the Buffalo and Erie County Naval and Military Park (BNP) in Buffalo, NY. Buffalo Base has taken on the mission of assisting BNP in restoring and maintaining Croaker. This mission includes raising funds, providing personnel and materials, and promoting events for, or related to, Croaker.

Purpose: A. To oversee the upkeep and maintenance of the USS Croaker under the care of the Buffalo and Erie County Servicemen's' Park.
B. To raise funds and collect grants to purchase and maintain Croaker related artifacts and equipment.
C. To collect and record Croaker historical events.

Purpose: To coordinate and codify the efforts of Buffalo Base in restoring and maintaining Croaker, including funding, materials, artifacts, and personnel efforts.

Tax-free accounting procedures

1-Since Buffalo Base is NOT registered as a "not-for-profit" organization, special procedures are in effect with the National offices of USSVI (which IS a "not-for-profit" organization) for "tax-free" donations.

2-Any donations that a donor wishes to be "tax-free" and dedicated to the Croaker must be made payable to "USSVI Charitable Foundation", with remarks indicating "Croaker Restoration".

3-The Fund Raiser chairman will oversee all transactions with USSVI National involving the submission of, accounting for, and retrieval of these funds.

1-Coordinate specific ship's projects with BNP Ship's Superintendent, including scheduling, funding, documentation as required (such as Memorandums of Understanding (MOU)), and volunteer personnel.
a-Special projects requiring contracts of any sort will be contracted by BNP. Anything to be provided by Buffalo Base in support of such contracts (funding, material, personnel) will be stipulated in an MOU between Buffalo Base and BNP.
b-Such MOU's may be be drawn up by either BNP or Buffalo Base.
c-Approval authority for Buffalo Base (signing the MOU) will be the Base Commander, the CRC Chair, or the Ship Sup as specified in the approval vote for the project by the membership at a regularly scheduled meeting of Buffalo Base.
(BNP approval authority will normally be the Director of BNP, unless otherwise agreed to by the Director and Buffalo Base, in the MOU being considered.)
d-Such MOU's will be generated on a case-by-case basis.
2-Schedule regular Croaker Field Days, coordinating with BNP; and ensuring the schedule and procedures are well publicized.
3-Maintain a log of work done on Croaker, specifically including volunteers' information such as names, organizations represented and time spent. Such log will be kept readily available at BNP for any and all doing any kind of volunteer work on Croaker.
