Sub :Trial Launch of Fixed Line Prepaid Service (FLPP)

in Kolkata, Ahmedabad, Jaipur, Bangalore, Lucknow and New Delhi.

            The Trial Launch of FLPP service in BSNL has commenced from 1st March’06 in 5 cities (Kolkata, Ahmedabad, Jaipur, Bangalore, Lucknow and New Delhi). During Trial launch the technical requirements will be verified and FLPP account cards (General and PCO type) with Recharge Coupons, both having talk value of Rs.100/-, shall be used. The commercial launch in BSNL shall be made after successful completion of Trial Launch.

The FLPP card shall have following main features:

1. There will be 12 digits FLPP account number with 4 digits PIN in plastic card  

          (Howrah Bridge artwork).

2. 14 digits Recharge coupon number in plastic card (Somnath Temple artwork).

3. During Trial Launch two types of FLPP Accounts shall be used:

• FLPP General: For general customers by use of service access code

            (Express dial -1805 345 or Remote dial – 1806 345).

• FLPP PCO: For PCO type customers only in which home metering is available.   Category of the subscriber has to be given.

4. The FLPP service shall be enabled with FLPP account only. For debiting the FLPP account recharge coupons are used. During the Trial phase the recharge coupons are available with talk value of Rs.100/-.

5. The plastic cards of FLPP account and Recharge coupons have been distributed to all GMs, AMs, DGMs & other senior officers of BSNL in Kolkata in CTD, Circle IN Coordinators/SCP Incharges (Guj/Raj/KTK/CTD/UP E) and BSNL CO.

6. The trial period will be from 1st March’06 to 16th April’06.

7. The FLPP account card must be activated (first use) before 16th March’06.

8. The Direct access (without dialing SAC) is only available from OCB type of exchanges.

9. The features of FLPP account is as follows:

Multiple Simultaneous Calls: The service shall allow multiple simultaneous calls with same account.

User's Management menu(#): User's Management menu for account recharge, change of PIN, account Interrogation, enable/ disable PIN, language selection, calling line attachment / detachment, Abbreviated dialing list.

Direct Access: Available with configured line.

Remote Access: Available with any other PSTN line.

10. The FLPP service has following call features:

Redialing facility: Redialing feature can be accessed through menu for the last number redial..

Follow on feature : Follow on feature in case of not enough credit to make the call, busy condition, no reply Condition, congestion condition.

Warning Tone: The subscriber gets the warning tone before 40 Second of the credit limit (balance) of the card.

Activity Period Warning: Subscriber can get the announcement before 5 days of the end validity of the card.

• The call charges will be Rs. 1.10 p. per unit.

Call Barring Facility: Provision for barring some calling party nos. from accessing FLPP service.

The detail FLPP dialing plan for general customer and FLPP dialing plan for PCO customers may be referred for use of the service. The procedure of configuration of FLPP service in Local exchanges may be referred for configuring the lines to be used for FLPP.

 ANNEXURE A1

Procedure for FIXED LINE PREPAID (TRIAL)

FLPP-General Post paid and Pre Paid users:

User will have Express access and Remote access facility on your account.

Express access: If the FLPP account is attached to the calling phone line, the caller will have to dial 1805345 followed by the destination number where he wants to make the call. Express access is applicable for line attached to accounts. This shall facilitate placing direct call after 1805345 without account and PIN authentication.

Remote access: The caller will have to dial the access code 1806345, account number and PIN number before he dials the destination number where he wants to make the call. The remote access shall facilitate the call from anywhere.

1. Procedure for Remote access:

a) Dial 1806345

b) You will hear the announcement “Please dial your account number followed by hash (#)”.

c) Dial your account number followed by hash (#).

d) You will be asked to dial your Pin.

e) Dial your Pin number and hash at the end.

f) You will hear the announcement “Please dial your destination number followed by hash or hash to access the main menu”.

g) Dial the phone number where you want to make the call followed by hash.

Postpaid use: You can also make general postpaid calls and you will be billed for that call.

2. Procedure for Express access.

1. If your account is not attached to your phone line do the following steps.

Procedure for account attachment:

a) Dial 1805345 1284.

b) You will hear the announcement “Welcome please dial your account number followed by hash(#)”

c) Dial your account number followed by hash (#)

d) Dial your Pin number followed by hash (#)

e) You will hear the announcement “Your credit is … You can make calls until …. Please dial the destination number followed by hash or dial hash to go to the main menu”.

f) Dial hash (#).

g) You will hear the announcement “Please dial the service number or hash to go back to the menu”

h) Dial the service number 4 to attach your line.

i) You will get the success announcement that the line is attached.

2. If you have already attached your account to your phone line dial 1805345 followed by the destination number. For example if you want to make a call to the number 2222 5555 dial 1805345 2222 5555 #.

3. Procedure to Recharge your account

a) Please scratch off the panel to obtain the 14 digits recharge code from your recharge voucher.

b) Dial 1805345 1284

c) You will hear the announcement “Please dial the destination number followed by hash or hash to access the main menu”

d) Dial hash

e) You will hear the announcement “ Please dial the service number”

f) Dial 6

g) You will hear the announcement “ Please dial the recharge code digits followed by hash”.

h) Dial the 14 digits recharge code followed by hash (#)

i) You will get your balance announcement. Verify that your credit has increased by the recharge value.

4. Menu Operations

The menu is operated by dialing service numbers for various purposes as follows.

a) For redial dial 0

b) For credit interrogation dial 3

c) For calling line attachment/detachment dial 4

d) For account Refill dial 6

e) For Remote access enable/disable dial 7

f) For Pin modification dial 8

Procedure for FIXED LINE PREPAID (PCO type) (TRIAL)

FLPP-(PCO Type) Pre Paid users: User will have Express access and Direct access facility on your account.

1. Procedure for Express access.

1. If your account is not attached to your phone line do the following steps.

Procedure for account attachment:

a) Dial 1805 345 1284.

b) You will hear the announcement “Welcome please dial your account number followed by hash(#)”

c) Dial your account number followed by hash (#)

d) Dial your Pin number followed by hash (#)

e) You will hear the announcement “Your credit is … You can make calls until …. Please dial the destination number followed by hash or dial hash to go to the main menu”.

f) Dial hash (#).

g) You will hear the announcement “Please dial the service number or hash to go back to the menu”

h) Dial the service number 4 to attach your line.

i) You will get the success announcement that the line is attached.

2. If you have already attached your account to your phone line dial 1805345 followed by the destination number. For example if you want to make a call to the number 2222 5555 dial 1805345 2222 5555 #.

2. Procedure for Direct access.

1. Your phone line needs to be configured with necessary category in the local exchange as given in Annexure-III.

2. If your account is not attached to your phone line do the following steps.

Procedure for account attachment:

a) Dial 1284.

b) You will hear the announcement “Welcome please dial your account number followed by hash(#)”

c) Dial your account number followed by hash (#)

d) Dial your Pin number followed by hash (#)

e) You will hear the announcement “Your credit is … You can make calls until …. Please dial the destination number followed by hash or dial hash to go to the main menu”.

f) Dial hash (#).

g) You will hear the announcement “Please dial the service number or hash to go back to the menu”

h) Dial the service number 4 to attach your line.

i) You will get the success announcement that the line is attached.

3. If you have already attached your account to your phone line and line has been configured with necessary category dial directly the destination number. For example if you want to make a call to the number 2222 5555 dial 2222 5555.

3. Procedure to Recharge your account

a) Please scratch off the panel to obtain the 14 digits recharge code from your recharge voucher.

b) Dial 1805345 1284

c) You will hear the announcement “Please dial the destination number followed by hash or hash to access the main menu”

d) Dial hash

e) You will hear the announcement “ Please dial the service number”

h) Dial the 14 digits recharge code followed by hash (#)

i) You will get your balance announcement. Verify that your credit has increased by the recharge value.
