What is Fixed Line SMS ?
The Short Message Service (SMS) is available only in Mobile services and Landline Services working on WLL principle. SMS on wired landline is being introduced in the BSNL

The fixed line SMS feature allows a PSTN/ISDN subscriber to send / receive messages (text or otherwise) to/from other PSTN/ISDN subscribers or GSM mobile subscribers or E-mail users etc.
Fixed SMS - Current Scenario
Different Vendor Solutions exist or are being developed.
ETSI has standardised UBS (User Based Solution).
Work is on to develop an NBS (Network Based Solution) Standard as well.
ETSI’s idea of UBS gives a choice of 2 different protocols, both of which rely on half duplex, bi-directional, 1200 baud FSK (Frequency Shift Keying) based DLL protocols. Protocol-1 seems to be the preferred choice for its full-compliance with ETSI GSM 3.40 SM-TL protocol

Capabilities of SM-TE(Telephone Instrument)
1.Support of SM-TL (ETSI GSM 3.40), and the Data Link and Physical layer protocols mentioned.
2. Memory to store SM-SC numbers and SME sub addresses
3. Ringing Suppression
4. Memory Full
5. SM-TE Busy Scenario

CONCLUSION

FIXED SMS SERVICE WILL PREPARE THE INFRASTRUCTURE FOR FIXED MOBILE CONVERGENCE AND E-GOVERNANCE IN ADDITION TO BRINGING LIFE BACK TO THE LANDLINE SERVICES SCENARIO

Deployment Proposal
1.C-DOT would conduct a technology demonstration at its labs in Delhi with one SBM acting as FSMS Gateway along with an SM-SC.
2. Initial deployment could be 3 FSMS Gateway SBMs, each connected to the concerned SM-SC at the 3 pilot sites, viz., Kolkata, Patna and Coimbatore.
3. Post pilot deployment could consist of one SBM each in all prominent cities connected to the nearest SM-SC (as on date 3 C-DOT SM-SCs at the pilot sites and 4 of other vendors in the BSNL network).
4. Free and open routed level-1 on PSTN to the nearest FSMS Gateway would be required.
5. FSMS Gateway node will generate the CDRs for billing and accounting purposes.

What is to be done in BSNL terminal Exchanges for the introduction of Landline SMS Service?

   Requirement:

1.Subscriber should have a SMS Phone connected to his line.

2.The Directory number should be provided with CLIP facility.

3. Route '1256' to be opened with digit length as default and sent to the parent TAX Exchange.

  Phone set up:

1.Sys set up:                SMS Centre1:1256 0 0 SMS  Centre 2:12560000 or 012560000

  Start up:

..After connecting the SMS Phone to your Line, verify the incoming CLI display. ..Send any blank or text message to '771' for registering your phone line with the SMS center.  ..You will get a test message from SMS center (125600)  ..Then you can start using your message send and recieve.  ..For sending SMS to your Local Sub , use with STD code (0xxx + Dir Number). ..For sending SMS , your Phone Line need not have STD facility.
