Dial Tone delay

• All the 4 MFC cards are to be equipped with at least 30 dtmf circuits in a SBM

• All the 4 MfC cards are to be equipped with all 60 circuits as 'dtmf' for a line BM in MBM..

• Less DTMF circuits and more dtmf subs. Cause delay dial tone.

• Daily take test over this mfc cards, using command `tst-srv`.

• For a dtmf subs, the telephone instrument is to be modified for `tone` working
