DGN of TIC passes, few ports have no Dial Tone
DGN does not cover complete function of TIC and SPC.
No alternative but to change TIC/SPC cards.
Sometime LCC card also be faulty.
A LCC card with faulty address bus will suppress Dial Tone for other cards in that frame.
