Detail Bill Record gets corrupted

• The NCBR file in C-DOT has only date and time record.

• The year field is not included in the file system.

• If the previous year NCBR records are not deleted in the system, the current NCBR is appended to the old one.

• In the New software 2_2_1_6 the year field is added in the 'ncbr' and 'tgbr' files.
