Out of the three Deva Dragoons you'll enlist, Zoah is the strongest. His
stats are all incredibly high with the exception of evade. His tech skills
are all insanely powerful as well. Give him strong attack elements like ThunderBolt
or Earthquake. He's also got a great dual tech with Karsh.
Getting Zoah: After the Dead Sea, go into the back room of the bar in Termina
(Another World). You'll have the option of choosing between him and Karsh,
and the other will join you later. I recommend Zoah, because his level 7 tech
will be available in the next area.
Level 7 tech: Take Zoah into his room in Viper Manor (Another World) Have
him lead your party and make him open up the chest in the back of the room.
The Tech skill "Toss&Spike" is in there.
