Viper is a great character. He's got great stats, powerful techs, and
an awesome weapon. His only fault is his rather small element grid. It's alright
though, with the right allocation he's still one of the most formidible characters
in the game.
Getting Viper: After resucing Riddel and escaping Hermit's Hideaway, he joins
you while on the SS Invincible, along with Fargo.
Level 7 tech: After Serge is reborn, take him to the Termina bar in Home World
and go inside the back room. Examine the tapestry in back and he'll get it.
