Norris, when you first find him, is a decent character. He's about level
with Radius, so you can choose between him and Radius (or Harle, but I couldn't
recommend that) when he joins. His level 7 tech can be found easily and early,
so that's an added plus. Also, he can use the Guns that Starky can find such
as the Shockwave Gun, which are generally stronger then the standard forged
guns.
Getting Norris: As Lynx, get into the dungeons in Viper Manor by going through
the well and climbing through the sewers. After a short monolouge, he'll join
you.
Level 7 tech: Take Norris to speak to himself inside Viper Manor (Another
World). He'll give it to you.
