HARASSMENT OF DSS CLIENTS

In times of dysfunctional land registration harassment becomes systemic. There are complex reasons why this is the case. However as a general rule we could say that the more information which is available about an individual in various registers and government agencies then the more strong the likelehood that harassment will occur.

This then would indicate that DSS recipients would be likely to experience harassment as a result of dysfunctional land registration (which impacts on lessees as well as on home owners).

This generalized harassment which arises could be described as a form of electronic stalking. Individuals afflicted by this problem will find that all accounts and registrations in their name will tend to become dysfunctional mainly due to a multiplying of account numbers.

The case below is slightly different in that there are two DSS grants for the one Sole Pensioner one dated 7th December, 1989 (the real one) and another dated 4th April 1996 (the false one).



These grants are the same except the names of my children have been slightly changed. What does this say about how public funds are being managed? The widespread rorting of the DSS system by DSS staff, programmers and even computer maintenance staff is possible if this kind of manipulation of files is not being detected by the system.

The problem with the two grants illustrated above shows a serious flaw in auditing within the Department of Social Security itself. Some 75% of all fraud arises from fraud by officers within any given organization and the majority of that fraud is effected by higher ranking officers. This appears to be a situation where urgent action is required by the DSS in order to stop this abuse of client's private information.

Of even more concern to me as a client of the DSS is that now there are potentially two different versions of me. What is of concern is if the stealing of my identity leads to further harassment in order to ensure that the "cuckoo" who is attempting to clone my identity can sell on the identity without a complicating factor - me.

It is this disturbing tendency of identity thieves to try to ensure that the cloned identity is not disturbed which results in some of the most disturbing crimes in society. Crimes in which the person whose identity has been stolen is virtually made to disappear.

The pages following attempt to look at this disturbing form of crime which has not been detailed in any systematic way to date and which law enforcement tends to ignore.
