This archive contains files for decoding H.263 bitstreams (must be
compatible to those decodable by tmndecode version 1.6 of Telenor
Research) and displaying them on PCs having Microsoft Windows with
32-bit support. All source files required for compiling the program
are included in this distribution. A compiled executable file
(h263play.exe) and a makefile (h263play.mak) have also been included
in the distribution.

See http://www.nta.no/brukere/DVC/ for more details on the H.263
standard and also to get the H.263 coder and some sample bitstreams.

h263play is a port of tmndecode version 1.6 of the Telenor Research -
(ftp://bonde.nta.no/pub/tmn/software/tmndec-1.6.tar.gz) - using the
display program of mpeg2play for Windows version 1.1b -
(ftp://ftp.netcom.com/pub/cf/cfogg/mpeg2/mpg2w11.zip). The program
was ported using Microsoft Visual C++ 4.0 and has been tested on
Pentium/Windows 95 and Pentium/Win 3.1 with Win32s. The main() program
(h263play.c), display file (display.c), and header files (global.h
and tmndec.h) are different from the standard Telenor Research
"Unix distribution."

If you do not have a 32-bit Windows environment (e.g. Windows 95,
Windows NT), but plain old Windows 16 (e.g. Windows 3.1), yet you do
possess either a 386, 486, or Pentium-based PC, you can download the
Microsoft 32-bit extension program, "Win32s" from Microsoft :

Acknowledgments :
Karl Olav Lillevold of Telenor Research and T. Satyanarayana of
Motorola India for trying out this program on some of their bitstreams.
