SV0 Creator is a tool that converts height-map image files into scenario files (SV0 format) for Transport Tycoon Deluxe.
After conversion, it's possible to load the resulting file in the scenario editor to add cities, roads, trees, etc, and make it a real playable scenario.
It uses the FreeImage library to load the images, so all major image formats are supported.

You will need to manually compile the FreeImage library in order to compile the program.
(Or you could comment out everything that deals with FreeImage and make it work with RAW files only).
You can get FreeImage at http://freeimage.sourceforge.net (though the version I used is outdated by now)
