2.  Approval of Minutes, March 12, 2001, Regular Meeting

3.  Public Comment/Guests
a.  Darlene Graham from the Parks & Recreation Board would like to address the Board.
    
Requested approval for $21,775 to have a Master Site Plan done on the Lion's Club
    Park and Stone Quarry Park to be able to apply for a Lancaster County Community
    Parks grant for improvements.  Also, for a Site Assessment for repairs to the West
    Earl Township Community Park.  Application deadline is November.  Approved.

b.  Mr. Joel W. Miller would like to address the Board regarding the use of the ball field
    at the municipal building.
    
Mr. Miller represents the CV Youth Association.  The board approved, commenting
     that construction is progressing with little impact to the ballfield areas and the
    municipal building has been CV Youths home field for many years.  Mr. Miller and
    the Roadmaster are to meet to discuss constructing a fence and parking issues.

c.  Dale Kopp from Hyder and Jeff Zimmerman from the Water Authority would like to
    address the Board to review a list of mandatory water connections.
   
The proposed connections are from Schaum's Corner up 272 towards Akron and
    splitting in 2 directions, east and west of 272.  Board decided to send letters informing
    effected residents that it will be discussed again at the next board meeting.

d.  Darrell Becker from Hyder would like to discuss the results of the Schaum's Corner
    traffic study with the Board.
   
The study evaluated in terms of immediate possible improvements and for possible
    by the year 2010.  Recommended signals at both 222 off-ramps and at the intersection
    Main Street and 272.  Various lane additions were also recommended, particularly at
    the 272/772 intersection.  The short term improvements if implemented would cost
    $242,000  with an additional $526,000 for the 2010 improvements.  Hyder also stated
    that the deadline for the next matching Transportation Grant is Friday, Apil 6. 
    The board approved applying for the matching $100,000 grant for lane improvements
    to the Schaum's Corner intersection only. 
    A board member and I suggested that since the proposed improvements are rather
   expensive and place some lights close to each other that we also compare to possible
   ramp changes, particulary to the 222N exit ramp.  Hyder is to follow-up.
4.  Correspondence
a.  Letter from the Historic Preservation Trust of Lancaster County.
b.  Newsletter from the CV School District.
c.  Memo from the Lancaster County Planning Commission regarding the Long-Range
    Transportation Plan.

d.  Minutes from the March 13th Construction Meeting.
5.  Old Business

6.  Subdivision/Land Development
a.  Eagleview Estates - The mylars for this project are ready to be signed.  However, the
    Planning Commission still needs to sign the mylars at their March 28th meeting
  Approved subject to Planning Commission approval.
7.  New Business
a.  Application for exemption from requirement to use trash collection services from
    Jeremy & Charlou Weaver.

- The manager met with Earl Township on a joint road project.  Bidding to follow.
- The leader of the Eagle Scouts requested a project for an Eagle Scout.  The board asked
  the manager to ask the leader for suggestions.
