PUBLIC HEARING ON AN AMENDMENT TO THE CONESTOGA VALLEY REGION JOINT COMPREHENSIVE PLAN WHICH WOULD REVISE THE FUTURE LAND USE DESIGNATION FOR APPROXIMATELY 39.7 ACRES LOCATED IN THE SOUTHEAST QUADRANT OF THE INTERSECTION OF PA ROUTE 23 AND HARTMAN STATION ROAD FROM AGRICULTURE TO MEDIUM DENSITY RESIDENTIAL – TRADITIONAL NEIGHBORHOOD DEVELOPMENT; AND ADJUST THE URBAN GROWTH BOUNDARIES (UGB’S) ACCORDINGLY.

- Consideration of Resolution No. 2004-20, amending the Official Conestoga Valley Region Joint Comprehensive Plan, Upper Leacock Township, Lancaster County, Pennsylvania by (1) revising the future land use designation for approximately 39.7 acres located in the southeast quadrant of the intersection of PA Route 23 and Hartman Station Road from Agricultural to Medium Density Residential – Traditional Neighborhood Development; and (2) adjusting the Urban Growth Boundaries (UGB’s) accordingly.

- Consideration of Ordinance No. 174, implementing the Pennsylvania Construction Code Act, Act 45 of 1999, and to enact the Pennsylvania Uniform Construction Code and regulations for the administration of the Uniform Construction Code within West Earl Township.
- Consideration of Ordinance No. 175, authorizing the townships of East Lampeter, Upper Leacock and West Earl, all of Lancaster County, Pennsylvania, to enter into an intermunicipal agreement to provide for the formation of the Conestoga Valley Building Code Appeals Board.
- Consideration of an agreement between the townships of East Lampeter, Upper Leacock and West Earl to form the Conestoga Valley Building Code Appeals Board.
- Consideration of Resolution No. 2004-18, establishing a fee for appeals to the Conestoga Valley Building Code Appeals Board and establishing fees for the use of the West Earl Township Compost Facility.
- Consideration of Resolution No. 2004-19, appointing Doug Phillips to the Conestoga Valley Building Code Appeals Board.
- Consideration of Ordinance No. 176, amending Chapter 152, Streets and Sidewalks, to revise regulations prohibiting storage of items within the rights-of-way of streets.
