To: West Earl Township Supervisors
From: Dave Noyes
Dear Supervisors,
This is in regard to the Chairman Nomination shown on the agenda for this Monday night’s meeting. It is important that the Board of Supervisors continue to avoid any appearance of a conflict of interest when appointing the new chairman. I do not feel it is possible to avoid the appearance of a conflict of interest if the person appointed also holds a full-time paid position in the township. To appoint a full-time employee would create a potential conflict of interest greater than when Supervisor Horst was also chairman of the Planning Commission. I applaud Supervisor Horst for acknowledging the potential conflict and finding a replacement for the Planning Commission, and trust that the Supervisors will uphold a similar standard when appointing the chairman.
Please do not misinterpret this note. It in no way implies that any one of you would not be a great chairman. It’s just that, since we live in an imperfect world, it’s so important that the board not inadvertently give anyone reason to question the board’s integrity (especially since the board often has to make contentious decisions).
Thank-you for your continued service and commitment to the township. I am particularly impressed that each of you has committed to serving the township in spite of the long six year term, token salary and frequent headaches. Have a great 2002!
Sincerely,
Dave Noyes
