Leroy Stoltz petitioned the board to not require the $2500 escrow fee for the septic holding tank at Good’s school. There was discussion that the escrow is usually for tanks hooked to running water while this tank would just be for an outhouse. The board said they would look into it.
There was a request for a "Watch Children" sign in Farmersville. Approved.

- Consideration of Ordinance No. 15 5, amending Chapter 31, Pensions Article I, Non Uniformed Pension Plan, to authorize the Board of Supervisors to appoint a fiduciary to manage the pension plan. Approved.
- Consideration of Ordinance No. 156, amending Chapter 173, Water, by inserting a new Article V, Fire Hydrants, to regulate use of fire hydrants and to provide penalties for improper use of fire hydrants. Approved.

- Cover letter and task activity report from CDM regarding the Township's Act 537 Plan Amendment. Also enclosed is a letter from Russ MacNair to DEP responding to their December 31,2001, letter regarding the Act 537 Plan. The Board needs to review and consider Mr. MacNair's letter and Proposal to update our Act 537 Plan. The state is requiring a new plan before allowing the expansion of the treatment plant. The cost of developing the new plan is $85,197. The township would be reimbursed 50% by the state. Often the remaining 50% is split (unevenly) with the sewer authority. The board will ask Russ to attend the next Supervisors’ meeting.
- Request from the Lioness Club to park approximately 15 vehicles in the Municipal Building parking lot on April 6th & April 7th . Approved with conditions.
- Resolution No. 2002-13, appointing Dean Weinhold to a term on the West Earl Township Planning Commission filling the vacancy created by the resignation of Paul Brantley. Approved.
- Resolution No. 2002-14, establishing compensation to be paid to members of the Township Planning Commission in accordance with Act 2 of 2002. Approved.
- Resolution No. 2002-15, authorizing the donation of unclaimed bicycles to the Farmersville Fire Department. Approved.

Letter from the Chief to Mr. Tom Weaver, Court Administration Office Regarding moving West Earl Township from Magisterial District 02-3-06 to Magisterial District 02-2-08. The Supervisors commented that this also happened about 10 years ago. Currently the judge for the township is in New Holland. The new judge would be on Route 501 in Lititz, 5.6 miles outside the township. They also commented that the residents recently voted for the current judge and didn’t think it was right that he is being taken away from them. The Supervisors decided to have the manager write a letter stating their concerns.

- Manager's Report
The manager and Supervisor Stover are interviewing for the newly approved position of financial manager(?). They have interviewed 6-7 so far.
Supervisor Horst stated that he would like more information before committing to a level of support for the proposed new CV Recreation Center. He stated that the center is not listed on the new Comprehensive Plan. There will be a March 27 meeting.
There was discussion that Supervisors may now be allowed to receive $35 for attending state conventions.
Mr. Stover stated that there would be a Comprehensive Plan meeting on March 12.
A Supervisor or the manager mentioned that Virginia Witmyer of 238 E. Main St. wrote the board a letter asking for the board’s help regarding a water run-off ditch that runs through her property. She has lived in Brownstown since 1919. Members of the board were somewhat familiar with the water run-off situation and don’t believe that the township has any responsibility for it, but they agreed to visit the property.
